PLAN TO IMPROVE
FOREST RESERVES
Government Undertake! Seriei of Sci
entific Be-Seeding Experiments on
Several of the National Forest Ranges
Daring the Coming Spring.
WASHINGTON, Feb. 27. The gov
ernment has planned a series of scien
tific reseeding exrimenta on several
of the national forest ranges next
spring and summer to determine under
what conditions aud in what muuner
those portions of the range which have
been seriously damaged by overgrazing
may be restored to their former pro
ductiveness. A great deal of range land in the
west is overgrazed and does not carry
as much stock as formerly. The meth
od of handling stock, particularly she op,
is perhaps more responsible for this
condition than any other cause. But
all causes of deterioration and all
means for improving the forage crop
need to be studied, that the Tango may
bo brought into the best condition to
meet the imperative demand of tho live
stock industry.
Experimental Stations.
The plan is to establish experimental
stations in several parts of the coun
try. Trobably not more than six will
be tried at first, but they will be so
located as to secure typical conditions.
Tho experiments will be begun on a
small scale, on five or six-aero tracts.
Both native and wild grasses will be
tried ,but it is believed that the plan
of encouraging native grasses will meet
with greater si.ecess than the introduc
tion of cultivated species, at least in
the Rocky mountain region. In the
coast ranges, with their greater rain
fail, cultivated grasses arc moro like
ly to play an important pnrt in range
development.
Tho ranges of the northwest havo not
been so seriously damaged by overgraz
ing as those of the southwest, perhaps
because of superior moisture conditions
of the northern part of tho country.
It is a fact, however, that none of the
ranges support the stock which they
did formerly, aud reseeding experiments
will therefore be undertaken in this
section of the country also. ,
Feeding Too Close.
The method of handling stuck is also
to be considered. Kvery stockman
knows that stock do not waste as much
feed when unrestricted in their move
ments as when close herded. An exper
imental pasture was enclosed last sum
mer in the linnaha national forest in
Oregon, which will be a model for oth
ers next season. In this pasture sheep
were turned loose without a herder
to shift for themselves. It is too soon,
to draw positive ronclusious from this
experiment, but the sheep did well, and
there was a decided lessening in the
loss of forage through trampling. It
looks ns though a given aren of ground
can be made to carry a very mnch larg
er number of animals when they nre
allowed to graze free than when close
herded. This fact, if established, will
be of decided importance to stockmen.

KNOCKED DOWN RESTAURANT
KEEPER AND ASKED PAY
Four arrest were made early Tues
day morning bv Night Watchman Fre-
denberg. Three of those arrested are
suspected of having assaulted a restart
rant keeper of Ashland Tuesday night,
because he aktd for money for a meal
furnished. They were taken to Ashland
for identification.
The other arrest was F. T. f!leann of
Port Innd, who beating his way
nouth, and was released on promising
to b-ave the city at once.
Aaron Wenthorbee of Phrwnix wan a
limine caller in Medford Thursday.

MANY VISITORS WATCH
SEATTLE FAEft BUILDINGS
SEATTLE, Wash., Feb. 27. Nearly j
10i0 persons visit the site of the Alaska-
Vukon-Paeific exposition every fine
day to inspect the work which is rapid
ly progressing on the grounds and
buildings.
The first of the big exhibit palaces
that will be completed will be the Man
ufactures building, which has reached
the stage where the roof will be placed
into position next week. Already much
of the ornamental staff work for this
building has been finished and is being
placed in position.
The Agricultural building, a twin
structure to the Manufactures building,
is not far behissl her sister in progress,
as its walls are now being erected.
The emergency hospital will have its
last finishing touches applied within
the next two weeks, and then a com
plete hospital corps will be installed
in the buildings to take care of anyone
hurt or taken sick on the grounds.
ORANGE MARKET FIRM;
VEGETABLES ARE PLENTIFUL
PORTLAND, Feb. 27. The orange
market is very firm in California with
prospects of shipments af navels end
ing much earlier than expected. Local
ly the market is active and prices are
well maintained. Two cars of oranges
are duo today, also three cars ab ban
anas. Japanese oranges are about
cleaned up on the street.
The delay on the railroad prevented
the arrival of a car of mixed vegetables
yesterday, but an assortment of south
ern truck was received by steamer.
Among the lot was a shipment of mint,
which was quoted at 40 cents per doz
en bunches, Local hothouse lettuce aud
Walla Walla spinach are a drug on the
market. A car of southern caudiflower
is scheduled to hrrivo today.
ORDINANCE NO. 144.
An ordinance authorizing the issue of
tho bonds of the City of Medford, Ore
gon, to the amount of twenty-five thou
sand dollars.
Tho City of Medford doth ordain as
follows:
Section 1. That for the purpose of
paving street intersections and com-1
pteting City Hall there are hereby au- j
thorized to be issued the bonds of the I
City of Medford to the amount of
twenty-five thousand dollars, which ;
said bonds shall be dated the first duy ;
of February, 1908, and be in tho de
nomination of one thousand dollars, and
shall be known as "General Improve
ment Bonds," and shall be numbered
from ono to twenty-five, both inclusive.
Said bonds shall be signed by the Mayor
and countersigned by tho Recorder.
Said bonds shall become due ten years
after dato and shall bear interest, evi
denced by coupons at the rate of six per
centum per annum, payable semi-annually,
nnd both principal and interest of
said bonds shall be made payable at
tho office of the City Troasurer of
Medford, Oregon, or at the banking
house of Kountze Bros, in the City or
New York, Statu of New York.
Section 2. The bonds hereby autb ,
orized shall be in substantially the fol
lowing form:

General Improvement Bond.
Know All Men by Theso Presents,
That tho City of Medford, in tho Coun
ty of Jackson and State of Oregon,
acknowledges to owe, and for value
received horoby promises to pay to
bearer the sum of one thousand dollars
lawful money of the United States of
A. D. 1118, together with interest on
said sum from the date hereof until
paid, at the rato of six per centum por
annum, payable Bemi-annually on the
first days of February and August in
each year, upon presentation and sur
render of the interest coupons heroto
attached as they severally become duo.
Both principal and interest of this bond
aro hereby made payable at the office
of the City Treasurer of Medford, Or
egon, or at the banking house of
Kountze Bros., in tho City and State of
New York; and for the prompt pay
ment of this bond, both principal and
interest, the full faith and credit of
said City of Medford are hereby irre
vocably pledged.
This bond is one of a series of like
tenor and is issued for paving street
intersections nnd completing City Hall
pursuant to and in full compliance with
the charter of said city and under and
in accordance with an ordinance of Bnid
c.ty, duly passed.
And it is hereby certified and roeited
i!i::t all nets, conditions nnd things re
quired to be done precedent to nnd in
the issuing of this bond noeessary to
make the same legal and valid have
been properly done, happened and been
performed in regular and due form nnd
time ns required by law, and that the
total indebtedness of said City of Med
ford, including this Irnnd, does not ex
ceed the constitutional and statutory
limitations.
In testimony whereof, the said City of
Medford has caused this bond to be
renled with the corporate seal, signed
bv its Mayor and f ountersigned by its
Ifecorder, nnd caused the annoxed inter
est coupons to be executed by the fac
simile signatures of said officers this
first day of February, A. D. 1909.

MILWAUKEE PROFITS BY
NEW PAPEH MANUFACTORY
OREGON CITY, Feb. l'7. The pion
eer town of Milwaulde is also to profit
by the establishment of a new paper
mill in Oregon ( 'ity, for it was an
nounced yesterday that W. P. Hawley.
acting for the Hawley Pulp & Paper
company, had purchased a block of
ground on the waterfront of Milwaukie
and will erect a sawmill there. The
property is well known and was for
many years the site of the old Stand
ard flouring mill. The block sold two
years ago for $100, but Mr. Hawley
paid $7."00 for it. The property is just
north of the laud on which is located
the Dennis & Davis shingle mill.
It is the purpose of the Hawley Pulp
& Paper company to bring its logs up
the river to Milwaukie nnd no farther.
At the sawmill to be erected at Milwau
kie the logs will be cut into blocks
for the grinders and these blocks will
be placed on flat ears and transported
to the pulp mill nt the basin on the east
side of Willametto falls. The Oregon
Water Power & Railway company will
construct a spur to the sawmill, a ml
the employment of probably 2"t or 30
men will help the growth of Milwaukie.
The sawmills of the paper mills at Ore
gon City nre located here, but Mr. Haw
ley will eliminate the lockage charges
on logs by establishing his mills below
the falls. '
