sex question, let me quote from Dri Al

nance in Austria, who spent six years
of his life studying Socialism in order
to be able to annihilate tho doctrines

earnest to ventilate the absurdity of the

so that refutation of erroneous ideas

ORDINANCE NO. 144.
An ordinance authorizing the issue of
tho bonds of the City of Med ford, Ore
gon, to the amount of twenty-five thou
sand dollars.
Tho City of Mod ford doth ordaia as
follows:
Section 1. That for the purpose of
paving street intersections and com
pleting City Hall there are hereby au
thorized to be issued the bonds of the
City of Medford to the amount of
twenty-five thousand dollars, which
said bonds shall be dated the first day
of February,, 1908, and be in the de
nomination .of one thousand dollars, and
shall be known as "General Improve
ment Bonds," and shall be numbered
from one to twenty-fire, both inclusive.
Said bonds shall be signed by the Mayor
and countersigned by the Recorder.
Said bonds snail become due ten years
after date and shall bear interest, evi
denced by coupons at the rate of six per
centum 'per annum, payable semi-annually,
and both principal and interest of
said bonds Bhall be mado payable at
the office of the City Treasurer of
Modford, Oregon, or at the banking
houso of Kountze Bros, in the City of
New York, State of New York.
Section 2. Tho bonds hereby auth
orized shall be in substantially the fol
lowing form:

General Improvement Bond.
Know All Men by These Presents,
That the Citv of Medford, in the Coun
ty of Jackson and State of Oregon,
acknowledges to owo, and for value
received hereby promises to pay to

This bond is one of a series of like

intersections and completing City Hall

the charter of said city and under and
n accordance, with an ordinance of said
city, duly passed.
And it is hereby certified nnd recited
that all acts, conditions and things re
quired to be done precedent to and in
the ispuing of this bond neoessary to
niftke the same legal and valid have
been properly done, happened and been
performed in regular and due form and
time as required bv law, and that tho
total indebtedness of said City of Mod
ford, including this bond, does not ex
ceed the constitutional and statutory
limitations.
In testimony whereof, the said City of
M ed ford has caused this bond to be
Milled with the corporate seal, Bigned
by its Mayor and countersigned by its
Ifecorder, and caused the annexed inter
est coupons to be executed by the fac
simile signatures of said officers this
first day of February, A. 1). 1908.

Tho People of the City of Medford
do ordain aa follows:
Section 1. That Section 3 of Ordi
nance No. 133, entitled, "An Ordinance
to provide for the prevention of fires
and the protection of persons and prop
erty endangered thereby; to regulate
the construction, alteration and repair
of buildings and to establish fire lim-ts
in the City of Medford, Oregon," ap
proved December 3, lfli7, be and the
sumo is hereby amended by adding
thereto tho following proviso: "Pro
vided, however, that in that portion of
the said fire limits included between
O street nnd F street, buildings other
than as in this section specified may
be permitted to be erected by a major
ity vote of the whole council, when the
council deems it for the best interests
of the City of Medford, but no such
permit shall be granted until the plans j
and design of such building shall have ;
been submitted to the council, together!
with specifications showing fully the j
amterials to be used in the construe-1
tion of such building and the manner,
of constructio nthereof. and such plans,
design and specifications have been np- ',

specified in this section until all of the
