.la. ksom illf, Or., Jan. 4,
Timlin' People of Ashland:
Sin-e my eonm-clion with the State
Normal school in ended anil our resi
deneo in your eity discontinued, I fan
not repress the expression of the grati
tude I feel toward the ihunhes, com
mercial bodies and individual citizens
for their never-fulling co operation and
intense loyalty at every phase of the
contest we willed together for the per
manent establishment of the institution
which I, in common with you all, have
learned to love with almost parental
devotion. In addition, your kindnesses
shown to us personally shall never be
forgot teu.
ltelicve me, did I not think the
Southern Oregon State Normal school
is established forever, as a part of the
state's permanent educational policy.
I should have remained with yon and
until the final victory.
Trusting the institution may meet
with the early and adequate support it
reipiires and merits, and standing at all
times ready, as a citizen of Southern
Oregon, to further those ends, I urn,
Verv respectfully.

SALEM, Or., Jan, !. A general or
der lias bi t n put in force by Superin
tendent V. James, of the Oregon
penitent iai . itmh r whirl, smoking of
cigarel tes is prohibited for convicts
and prison employes both. Heretofore
it has been the custom to allow con
victs and employes cigarettes without
limit, except to the extent of the for
mer's t id tart o rat ions. They could
unoke in the clis as well as upon the
grounds and while at work. The habit
f regarded as obnoxious and injurious
to the prison rs and employ s, who will

INITIATIVE MEASURE
MAY FAIL TO PASS
There is a possibility that the initi
ative measure proposed by 1 he state
grange to prevent the legislature from
repealing or modifying any act or law
enacted by the people may not go be
fore the voters at the coming June
elect ion, because of failure to obtain
t lie necessary number of signatures.
The signers could be procured without
difficulty, were it not for the fact that
the state grange has its hands more
than full in fighting the suit of the
Tacific Telephone &: Telegraph Co.
to nullify the art passed by the people
at. the last general election, requiring
telephone and telegraph companies to
nav to the state a per cent of their
gross receipts. The state grange is also
inteuselv interested in the fight against
the .1(i0.ih)o appropriation for armories
and the Freeman compulsory pass law.
Which were passed at the last legisla
ture and which are now under tin- ban
of t he referendum.
