MEDFORD 'S GREAT PROBLEM
(Continued from Page 1.)
of, was
the
question of a sufficient
supplv of pure water, the nrsi siep
taken' in this direction was the secur

pure water for domestic use ill the City
of Mcdforil can never be obtained until
the city is prepared lo bond itself for
between $.1011.11011 uud $ HIO.IHIII. This
amount, while ifcappcars large al first
consideration, is not at all out of pro
portion to the ndvantttgea which would
be derived from a good water supply,
nor is it a larger amount than a city
Hiving Ihe resources of Medlord is jus-
ified in expending for such n purpose.
The lack of pure water IB one of the
most serious problems which can con
front liuv community, nnd the unport-
incc of removing this drawback to our
levelopmcnt cannot be exaggerated.
Distributing System.
The installation of an ndeqiiato dis
tribnlimr svstem. lis contemplated at
present, is of course a necessary pre
liminarv slop, but it should not ue iosi
sight of that it is only il preliminary
slen and does not solve the ultimate
problem.
In connection with the water snpplj
of the citv. a new aclusllllc of water
rales has been adopted by Ihe council
which, while il may require some revis
ion when tested ill practice, is never
thelesB a long step toward correcting
the old avstein of inanaging the water
simply of the city nt a loss.
The disposal of the city's lighting
oliiul lo the Condor Water & Power
company under ll franchise limiting the
rates to those at which the city was
operating ul a loss has also removed
Ho.r sour if annual deficit. la
this connection it seems to me lo be nil
visuble Hint Ihe existing differences
between I lie city nnd the Condor com
puny should be adjusted in some way
even bv Unguium ir aiiiica serin
incut is impossible, m that. Ihe rights
of both parlies may be definitely set
lied and the company required to live
up to Hie terms of its franchise.
Street Improvements.
The mailer of street improvements
is another qui st ion of great importance
lo Ihe citv, and in this regard more
progress has I n made than is goner
ally realized. The pavement of Scv
ruth sliced has been provided for uud

At the time that Ihe present city en
rineer assumed his office the city was
absolutely without any records ot stn

ords of any kind u Ihe city engi

to begin at Ihe beginning and esiabli

The new city hall nnd fire house is

The work of the ladies of Medford
ill "improving nnd curing for the city
park cannot be too highly commended,
and they should not only receive Ihe
indorsement and hearty support of Ihe
city government nnd of the people al
large, but should also be urged to ex

PREVIOUS ADMINISTRATIONS
OF SALEM ARE GRILLED
SALF.M, Or., Jan. 8. In his annual
message to the city council Mayor Hodg
ers severely scored the work of the
previous administration in construct
ing ll reinforced concrete lirnlgo on
North Commercial street. He said that
the bridge was located on a hillside and
the stream expected to come to it. the
builders "smenred plaster over slippery
gravel" and "built wings of plaster of
Paris that a Woy could wash away with
a garden hose." It has become neccs
sary, he says, to "stuff wadiling minor
the bridge with pitchforks to keep il
from sidestepping down stream.'
Ho also criticised the chief of police
for non enfon ent of many ordinances
such us that against use of cigarettes,
the curfew ordinance, etc.
