We, the grand jury of Jackson coun
ty, Oregon, duly empaneled and sworn
in the above entitled court at the De
cember, 1H07, term thereof, having fin
i nil il our Inborn, respectfully submit
iipj file herein our final report of such
math-re as we have had under investi
gation. Returned Eight Indictments.
We have carefully and diligently in
quired into all cases wherein it has been
charged that any person or persons have
been guilty of crime, including all cases
that have been brought to our atten
tion by the acts of committing magis
trates in holding persons charged with
crime to await our action, and all cases
whore parties have appeared voluntarily
befor? us and accused others of the
commission of crime, and all cases with
;:i th? knowledge of our prosecuting
officers. In making these investiga
tions we have endeavored to bring in
bills indorsed as truo bills against those
persons only in cases wherein in our
(-pinion the evidence warranted the
action at our hands. Wo have returned
into court indorsed as true bills eight
indictments, and have returned indorsed
as not a true bill one indictment. In
those cases investigated by us where
the person or persons accused of crime
had not been held by committing mag
istrates to await the action of the grand
jury nnd in which we have decided not
to bring in indictments, upon such cases
we have not returned any bills.

Several matters of great importancce
and of great public interest to the peo
ple of the country have been investi
gated by us concerning which ewe think
it proper at this time to report to the
court our reasons fnr the act icon taken

new toilets to be erected at once or the
old ones to be thoroughly renovated.
The New County Hospital. j
Te desire to speak in the highest;
terms of praise concerning the action of
our county court in erecting the coun-
ty's present hospital and in purchasing1
the farm upon which it is situated.'
This hospital, though not at this time j
completed, is located on one of the
main thoroughfares of our county and :
at a p "hit about one half mile from the
village of Tain t. The property upon i
which it situated i.i a very valuable
piec? .if property and belongs to the j
county. The county has erected there-1
on a large, commodious, well ventilated j
and well lighted building, which we be
lieve and therefore assert to be the
finest init i tut ion of its kind within
the borders of the state of Oregon. We j
regard it is a credit to the county and j
state, and as a monument of duty well j
done upon the part of those of our of ft- j
cers who have been responsible for its
erection It has a sufficient number of
rooms of suitable size for the accom
modation of a large number of patients.
In short, it is a modern building equip
ped with all modern improvements, in
cluding appliances and facilities for hot
and cold water at all times, three bath
rooms, a sufficient number of electric
lights, and inside toilets with proper
sewer attachments. The county court
has in addition to this constructed a
dam that in our opinion will so change
the course of the stream known as Bear
creek as it passes through this farm, in
such a way that the depredations here
tofore committed by said stream upon
said property will be entirely eliminat
ed in the future. We talked to the in
mates of the hospital and found them
all well satisfied, contented and pleased
with the treatment which they were re
cei ving.

who were eye witnesses to the occur
rence. In our opinion the large pre
ponderance rf the evidence showed con
( hisively that no crime had been com
mitted by the defendant nnd that he
neither did or performed the acts com
plained of and concerning which wit
nesm s upon the part of those seeking nu
indictment testified.
Dilapidated Appearance of Courthouse.
We made an examination of the court
house, the jail and the outbuildings in
the coirr yard. We would most
n spei-tfiriW recommend that the proper
nfheers of the county cause a bathtub
to be put in the jail, together with
suitable apparatus for heating waff.
While we found the conditions in the

that thi improvement is a needed one
