THE AKKIAL NAVV.
When the atmy airship board on
Monday of this week decided that
tbe Baldwin dirigible balloon bad
met with all the requirements and
accepted it on behalf of the depart
ment, the Initial steps were taken
toward tbe entaMlelrmenr of the
United States aerial navy, says an
exchange. The successful naviga
tion of the air appears to be a thing
( the near future. Whatever Is
" iccessful commercially In the way
of transportation always has been
seized upon by wise governments as
another of many links In the chain
that goes to make up tbe scheme of
national offense and defense. There
la not a naval or military power the
globe round that has not been watch
ing with eager and scrutinizing eyes
evory experiment made during the
last year in the fleid of aerial navi
gation. Behind this international
Interest is the hope that the native
Inventor may be more successful
than his fellows In discovering a
principle or Inventing a design that
will add to the strength or the na
tion and give It an advantage over
Im friendly rivals In time of peace
and over Its enemies in time of war.
There will be repeated failures.
Uvea lost and money dissipated be
fore aerial navigation becomes reas
onably practicable, but that eventu
llly men responding to the demands
of trade and commerce, and men
carrying the deadly Instrumentali
ties through which an enemy may be
attacked or Invasion repelled, will
fly the air with east and great rai
Idlty no one can doubt who haa
given a moment's thought to the
wonderful accomplishments of the
past year. There were not wanting
scoffers and doubters when George
8tephenson constructed the Rocket,
and gave to the wond the first lo
comotive engine, almost 80 years
ago. It was only after be had given
up In despair that Morse obtained
tbe government aid that made the
Unit telegraph line possible. The de
velopment of electricity Into Its place
today aa the happy solution of the
heat and power problem began In
hasy expevlmenta resulting in little
more than mechanical toys.
This Is not an age In which to
doubt the. possibilities of aerial nav
igation. It has gone beyond the
range of guesswork

presence of over 800 electricians and
officials from all points along the

was made here today of means to
avoid danger from live electric wires.
A pair of wire-cutters, specially
made for the experiment, having
wooden handles and boiled In para
