County Judge, I desire to say to tbe
readers of tbe Mail that my duties as
recorder of Ashland require practical
It all my time and are of a character
which will allow mo but little time to
be absent from tbe city so as to meet
the voters In the other parte of tbe
county.
If elected to tbo office of County
Judge 1 shall endeavor to ooofer strict
ly to the requirements of the law. The

limited aud defined by law. It Is, of
oour-te. a matter of honor and duty for
tbe judge acting as a court of probate

apply It Justly and Impartially to the

er to manage the county businesi), my
influence and vote will be u-d to put
the County adiuiuUtriiiioa in line with
the proKreflHlve movement initiated by
the people In the .britiy and growing
local i tit) of ihe county.
Tbe sentiment that this generation
should be tarienVd with those condi
tions which haw nervud tt.e pioneer
times is entirely out of harmony with
Ihe thought of progreHeive civilisa
tion. 1 he rock, mud, chock -hoi,
bruh, Iocs and slumps ol tte public
highway should Iks reaiivvl and the
delight of our M-ople should lie to make
tfiio smoother lor themselves and (or
those who follow us.
Tbe problem of road improvement, I
regard as of the 11 rut importance in
Jackson county and 1 would address
myself to the matter of planning such
work so as to produce the best rosults
wltb tbe money available, my knowl
edge and the instruction of my expe
rience and that of the Commissioners,
and other persons being utilized, at
far as practicable to that ecd.
System and method In tbe orderly
oonduotoflbe county business should
be insisted upon to Insure economy of
administration and the accomodation
and convenience of the people.
Expenditures for improvements,
special work and generally should be
published.
A careful supervision should be exer
cised by tbe County Court in the sen-
oral care and management of the coun
ty property and funds as required by
law.
In the maintenance and construc
tion of roads and bridges; the needs of
the outlying districts will he appre
ciated by mo and tbey shall have their
share of the public money available for
such work. Borne excellent work has
been done on our roads, hut a rancher
on the upper Rogue River, or In other
remote districts is entitled to a practi
cable and reasonably good roadway to
reach valley towns.

ment. The money heretofore availa
ble is entirely inadequate for necessary
road purposes in Jackson county. A
country so rich and where the lands
are so valuable as in the Rogue River
Valley is able to sustain Urst-class
roads.
The proper conception of a public
thoroughfare In this county should bo
higher than of its maintenance in a
passable condition. There ought to be
more than one road crew in the coun
ty and there should perhaps be some
now legislation to facilitate organiza
tion tor road work and to centralize its
direction and the responsibility for the
work.
Efficiency alone should be tbe test for
employment in road woik.
The duties of the Board of Equaliza
tion are clearly defined in the law. A
complete and careful examination and
correction of the assessment rolls and
the making of proper corrections are
specified as the tlrst to be performed.
In order to increase or reduce valua
tion of property so as to roach full cash
value.
1 regard it as a prudent foresight to
have some assurance by the court,

deputies, shall be efficient and pains
taking, by the exercises of the court's
discretion in determining the number
