The matter is now be fore the Secretary of the Interior, but immediate notion is not ex pected. Commissioner : Hermann has on file a strong remonstrance against the creation of this reserve. in which he points out that the country proposed to be reserved is already thickly settled; that there are large areas of railroad land grants in the vicinity, which could be converted into lieu base; and furthermore, that urgent necessity for a forest reserve does not exist in that section. The proposed re serve would embrace portions of Curry, Coos, Josephine and Douglas Counties. Stricken With Pa-alysia. NO. 41., HIS APPEAL Sa.v Francisco, Oct. 6. The United States Circuit Court of Ap peals this morning rendered a de cision in the case of the Jesse D. Carr Land & Livestock Company against the United Slates confirm ing the decree in favor of the Gov ernment, which was given by the United States Circuit Court for the District of .Oregon. The action, which it is believed will be carried as soon as possible into the United States Supreme Court, was begun by the Government to dispossess the Jesse Carr concern of certain public lands in the State of Oregon, which it was alleged, were unlaw fully occupied by the defendent corporation. Tbe property in dispute is a tract of 84,335 acres, and although surveyed and platted as part of tbe public domain was fenced in by the Carr people to the exclusion .of Government and all other parties. In substance the decision of ihe ap pellate tribunal says: "When tbe case was brought 'to trial tbe complainant refused to offer any evidence in support of the allegations set forth in the com plaint, notwithstanding there was nothing in the record which en titled tbe appellant (the Jesse D. Carr Land & Livestock Company) to a leversal or modification of the decree appealed from." America's Famous Beauties. Look with horror on skin eruptions, blotches, sores, pimples. On the hillside two hundred yards below the house a roadway is being con structed by the soldiers and In the course of their work on Friday It was' found necessary to blast a huge boul der in order to remove It from the way. A heavy charge of dynamite' was ex ploded, and the fragments were, sent flying In all directions. One piece of 3tnne weighing about fifty pounds hurtled high In air and then descended upon the roof of the Knowlea resi dence. When the alarmed soldiers ran to the house to see If any one was In jured, they found Lieutenant Knowles seated In the dining room, his wife beside him, and the rock lying upon tho floor a few feet away from the couple. The heavy missile had orashed through the outer roof, the gelling and the second floor before Its flight was stopped. Definite steps looking to a speedy settlement of the cor.l strike will be taken In this city today. . More than a score of leading citi zens have Interested themselves In a movement to make a direct appeal to Governor Stone of Pennsylvania t bring the strike to an end. These citizens will meet at tbe resi dence of Andrew H. Greene, 91 I'arl avenue, this evening to prepare a pe tition to Governor Stone asking him to convene tbe legislature of Pennsyl vania In extra session to pass such legislation as may be deemed neces sary to cope with the situation in the coal region and to take such other steps as will bring about a speedy re sumption of work In the mines. It Is Intended that the conference shall be representative of every Inter est In New York, and, whatever is decided upon, the members of the con ference will go to Harrlsburg In a special train as guests of the "Amer ican" and urge that action upon Gov ernor tone. 1 " The guiding thought of every man who will take part In the conference is that the people must have coal. That Is the one point that will be is fast approaching, and soon through out tbe land there will be appeals for fnol which rannnt ha annvprwH nnlf! the nines are reopened and the work of turning out coal Is M umed at once. It i3 agreed that though tbe coal mint s are situated wholly In Pennsyl vania and that the matter is one fcr the psople of Pennsylvania, through thoif chief executh e. to grapple with, yet the suffering by reason of the shut sown ot the mines Is -so Ttidespreid that the people of every state in the Union are justified In raising their voices In an appeal to Governor Stone to take the action which Is alone bli power to take to bring the Intolerable situation to a head at once.
