The Spaniards who were deter mined to pursue the war to the bit ter end ought to be satisfied now. There could have been nothing sweet for them in Cervera's finish. It really seems foolish for Ca mara to return to Spain. It can't make any particular difference to iim whether Dewey or Watson takes his ships away from him, and by keeping on to Manila he would have saved the return canal tolls. A paper of Porto Rico proposes to burn Washington and New York, and adds that by way of further indemnity the Spaniards will de mand the wives and daughters of the yankee pigs. There are un doubtedly some paterfamilias who will hope the Dons will carry out the last threat. "Fighting Joe" Wheeler, the old confederate cavalry leader, gave an exhibition of genuine grit at the battle of Santiago when he got out of an ambulance, against the advice of the surgeons, mounted a horse, and rode to the front. No wonder the American troops cheered their commander to the echo. There is something really pa thetic, and at the same time amus ing, in the message which the Span ish authorities at Santiago sent to General Shafter immediately fol lowing the capture of Cervera, which was that all messages be sent to them in Spanish as "the officers who did the translating for us are no longer with us." If the right kind of inducements are put out and the country is ad vertised just a little bit there ought to be some emigration to Southern Oregon this fall and next spring. All kinds of orops are unusually large this year and with this as a basis upon which to anchor a little good work for the general well-being of the valley, it would seem that something in this line ought to be lone. The distance, it is claimed, is not much greater than from Medford. It is in Oregon all right, but when Ore gon is mentioned to eastern people there is only one place thought ol- and that place is the Willamette valley where there are about six rainy days during the winter to one in Southern Oregon, but in the opinion of the east everything that is Oregon is wet, cloudy and mosB covered. No person thinks of as' sociating Northern California with wet weather and yet this particu' lar part of Oregon rightly belongs to California when rainfall and cloudy weather is considered. There is probably no spot on all the Pa' cific coast which enjoys more bud shine a greater number of days in the year than does Southern Oregon Much, too much in fact, has been stud and is still being said, against the management of war affairs by our government officials. We ordi nary people who know so little ot the circumstances attendant upon the movements of the army and navy should be content to accept as absolutely correct the judgment of thoBe officials who are on the grounds and in a position to know W.R. HearBt, of the New York Jour nal and San Francisco Examiner who was at one time one of the most persistent critics of the government's management, has been to Cuba and after a few days' stay has seen the conditions as they really exist. It must be remembered that no one individual is altqgether responsible for the handling of war affairs. It is the opinions of the many officers that united move the government to act. Here is what Mr. HearBt says of things as he finds them at Santiago: "The spirit of the army is high. The officers have the control of the men. There is no apparent clash of authority, and it is now obvious, not only to military critics, but to laymen, that McKinley wisely chose not to fend these thousands of men into this scorching, blistering jungle until it was an effective army, well balanced and adjusted, and fit to fightadeBperate army under a trop ic sun, The army got here neither too soon nor too late. The stroke was timed with sure judgment, Now that I am here on the spot can actually see the difficulties and peculiarities of this campaign. am satisfied tnat McKinley was right in deciding to attack Santiago rather than Havana. With good water and high ground here we may accomplish in the rainy season what would have been a sneer impossi bility in the deadly lowlnnds and swamps of Havana province." SANTIAGO HAS A speoial dispatch from Qenorul Shaftor'B army heftUquartors re ceived at one o'olook yesterday, July 14th, says: Toral, the Span ish general at Santiago, buB com plied with General Shatter's de mands and has made an uncondi tional surrender of his army and the city of Santiago to the Amor- can troopB. The hour of surrender was noon, July 14, the ikkne didn't mkan it. A Manila speoial of July Oth re ports that the insurgents on Wednes day, July 0, reported that tho Uer- man gunboat Irene, in bubig bay, refused to permit them to attack the Spaniards on Grande Island. Kear-Admiral Dewoy promptly dis patched the Raleigh and Concord to investigate the matter. Un enter ing Subig bay the Raleigh opened fire on the forts, whoroupon the Irene slipped her cable and steaniod out by the other channel. Tho ro Bult of the fire of the Amorioan war ship was that the Spaniards, num bering over olHJ men, surrendered everything. On returning to Manila the Irene explaiued that Bho inter fered "in the interest of humanity," and ottered to hand over to the Americans the refugees she had on board. Admiral Dewey has declined to accept them. A New York Journal copyright cable from Manila saya that Ad miral Dewey's possession of Bubig bay defeats Uermany's supposed plans to interfere in the Philippines, and although the attitude of the Germans iB still irritating, Admiral Dewey is managing them with great diplomacy. He does not expect any trouble with them. PORTO RICO AFTER SANTIAGO. The determination of the war do partment to send a formidable force to capture t'orto ltico nas been strengthened by the resistance made by the bpaniards in Santiago. An effort will be made to avoid the mistakes of the Santiago campaign The expeditition to go against Porto Kico will consist of between Tj.uuo and 30,000 men. According to tbe Spanish army regieter for 1898 the total strength of the Spanish regu lar forces in the island of Porto Rico is 7219. Of these 5214 are infantry, 732 artillery, and 211 engineers. The total cavalry strength is 10 of ficers and 1052 men. The rest of the garrison is made up of the civil guard, which is a sort of custom house euard. and tbe police torce. There are in the iBiand, according to best information, some 14,000 volunteers, who are to be reokoned with as well as with the additional men the Spanish commander might be able to impress from the male population of the island. With a total force of all arms of some 21,- 000- or 22,000, it is not doubted that an American force of 25,000 or 30, 000, with the help of the fleet, will be able to take the island. It is thought not unlikely that the army of invasion may have a harder time landing on tbe north coast of Porto Rico than it had on the south coast of Cuba. The Porto Rico coast line has few of the inlets such as that at Daiquiri, and there is no harbor near San Juan like liuantanamo to furnish a refuge and coaling base for the fleet. ALL MINES TAKEN UP. The Secretary of war has order ed the removal of 'all submarine mines, which now protect the har bors of the United States against the entry of hostile ships. This action was decided upon at Tues day's cabinet meeting. For weeks past the war department has been deluged with protests from commer cial centers againettho continuance of these mines, which operated to the great detriment of commerce. JOINED THE MAJORITY, The signal officer of Key West reported to the war department that the ship Man Domingo was wrecked off the Isle of Pines, Cuba, while trying to run the blockade. The nationality of the vessel is unknown. YELLOW FEVER CASES. Fourteen suspicious tever cases have brcken out among the em ployes of the quartermaster's do partment near Santiago.
