I must beg your pardon for this long delay, but, the fact is, I have been hors de combat, (bo to speak) for some time. I consulted Dr. Kremer a few days ago and after looking at my talk-a-phone a few moments he asked me if I had ever been troubled with Bomnambu listicness, (he was way up on big words). I replied that I had never seen any of them since the war, but along in '61 to '65 when I was in Dixie I was bothered a good deal with them, more especially when I got on the third relief, which ne cessitates a fellow getting out of a warm cosy bunk at 1 a. m., and when it happens in one those balmy southern nights and not a secesh in forty miles, there's where your insomnambulisticness comes in . "Well," says he, "how do you feel generally?" "I generally feel pretty well, thank you, only not now owinjr, to my epiglottis having slipped a cog; my trachea was not in good running order causing me to deglutite about a fish ball the wrong way at breakfast this morn ing. My epiglottis is somewhat contracted in places, having a kind of drawn-mortgage sensation slid ing up and down it; otherwise I am feeling fine." He said I was un doubtedly suffering from a mild case of Psoriasis or he said it might possibly be Pytiriasis, but in any event it would only be a matter of time when it would diesapear, us ually in say six or seven years. But I fear I am getting off of what I originally intended to write. Let me see, where was I. 0, yes, I was going to sav there were some reasons why I write even as early as I do. I have ever tried to be mild and considerate almost ami able. I might say, lived up to the golden rule (of three). Tried to love my neighbor's wife as well as my own and, (confidentially you know) come very near succeeding. To the 1887 levy should also be added the 1-10 mill university tax. The extraordinarily low levy that was made in 1887 is accounted for by the turning back into the treasury of on aDDroDiation for an extra session of the legislature that was not used, a bal ance appropriated and unused lor tne regular legislature session, ine bal ance from the war debt fund, which debt had been paid, the other minor appropriations not wholly used up. For the years 1888 and 18S!, there was, in addition to the rate shown in the table, a special 1-10-mill levy for the university, and 1-5 mill for the national guard. From the vear 1880 to 1892, in clusive, there was an additional special tax of 1-7 mill for the university, ana 1-5 mill for the national guard. Since 1893, the university and national guard funds haye been included in the gen eral appropriations, the annual appro priation for each being $30,000. The estimated rate for the current year is 5.4 mills. The impression that the 9165,000. to construct the Eastern Oregon insane asylum, (now hung up in the courts on an injunction) has all been raised, is erroneous. Only a por tion of it was raised, and if the injunc tion is dissolved, then the amount to be raised on this account is $140,000. An Odd Letter. The Salem Journal recently published an letter from Thos. Joe Luxillo, a Indian who is supposed to be a centenarian. It is an oddity. Here are some of his sayings: I am now at Cbe mawa where Christ's name is studied, where his word is studied by teachers and all the children. This is just the same now under the Democratic administration as under the Republican. Democrats and Republicans are alike. Christians. It is just the same now as it was under the Republican administra tion. Irm glad that the authori ties at Washington asked us to give our children to these schools.
