Rogers honored as 2022 Nut Grower of the Year
By MATEUSZ PERKOWSKI
Capital Press
The Nut Growers Soci-
ety has presented its 2022
Grower of the Year award
to Tom Rogers, who was
described offering his own
orchard as “proving grounds”
for science.
Rogers,
who grows
hazelnuts
near Sher-
wood, Ore.,
is “an expert
in orchard
Tom Rogers management
to food safety
and everything in between,”
said Sean Denfeld, a hazel-
nut handler, at the organiza-
tion’s annual meeting Jan. 20
in Grand Ronde, Ore.
Though Rogers has culti-
vated hazelnuts for 46 years
— since he was a teenager
— “he doesn’t even look that
old,” Denfeld joked.
Apart from being a “trusted
source of information,” Rog-
ers is a “friendly face” in posi-
tions he’s taken in industry
organizations, Denfeld said.
Rogers has served as presi-
dent and board member of the
Nut Growers Society and a
member of the Oregon Hazel-
nut Commission between
2009 and 2015, among other
How the West’s water markets
are changing under pressure
By SIERRA DAWN McCLAIN
Capital Press
Water has been traded in the West-
ern U.S. for decades, but as the region
faces intensifying regulations, shifts in
crop plantings and drought concerns,
water markets are evolving to reflect
these pressures.
“The idea of water moving between
uses and large distances has changed
over the last 30 years. In the last five
years especially, there have been big
changes,” said Matt Payne, princi-
pal with WestWater Research, a Boi-
se-based economic consulting firm
specializing in water market research,
pricing and trading.
Payne was speaking at the Land
Investment Expo in Des Moines.
A few trends stick out: Water mar-
kets are growing. Who’s participat-
ing in the market is shifting. Prices are
volatile. And the agricultural sector is
becoming a bigger buyer.
California Department of Water Resources
The Harvey O. Banks Delta Pumping
Plant, the first major plant designed
and constructed within the California
State Water Project. Infrastructure like
this makes large-scale water trans-
fers, and the water market, possible.
There are three main types of water
transactions, said Payne: the spot mar-
ket, typically a one-year transfer from
one user to another; a multi-year trans-
fer, or lease; and a permanent water
rights transfer.
There are several commonly traded
“asset classes” of water rights: surface
water, groundwater, groundwater stor-
age and recovery, storage water and
“effluent” water, or treated wastewater.
According to Payne, surface water
rights are the most commonly traded
class, but there’s also “a market emerg-
ing for trading treated wastewater.”
WaterWest Research has partnered
with Nasdaq Inc., a financial services
corporation, to publish a weekly index
and develop a database — Waterlitix —
with sale and lease information on more
than 25,000 transactions.
According to Waterlitix, the larg-
est markets are in California, Colorado,
Arizona and Texas.
From 2009 to 2018, in California,
the No. 1 water trading state, nearly $4
billion worth of water traded hands: by
volume, it equaled nearly 12 million
acre-feet.
Oregon halts sale and use of misbranded weed killer
By GEORGE PLAVEN
Capital Press
SALEM — The Ore-
gon Department of Agricul-
ture is discontinuing the sale
of a weed killer marketed as
organic but that contains sev-
eral unapproved ingredients.
The product in question,
EcoMIGHT-Pro Weed &
Grass Killer, is manufactured
by EcoMIGHT LLC, a com-
pany based in Florida.
Tony Primbs, pesticides
compliance manager for
ODA, said the agency was
contacted by a user in Novem-
ber who was concerned about
whether the product’s label
was accurate.
Despite being sold as a
25(b) chemical — or “mini-
mum risk” for public health
and the environment — test-
ing revealed the product con-
tains the herbicide glyphosate
and insecticides permethrin
and bifenthrin, chemicals not
included on the label.
The undeclared ingredients
raise doubts over whether the
product is suitable for organic
farms, Primbs said. The label
also lacked important safety
and handling instructions.
ODA issued a Stop Sale
or Removal Order on Jan. 14.
“Currently, we have an inves-
tigator trying to find out as
many facts as we can,” Primbs
said.
Calls to EcoMIGHT were
not returned. The company’s
website has been replaced by a
message that states it has sus-
pended all operations as of
July 31, 2021.
“Recent events have
brought to light that we are
no longer able to guarantee
the quality of EcoMIGHT
products,” the message states.
“To date, the manufacturer of
EcoMIGHT has not been able
to assure us that the high level
of quality we demand will be
met.”
Last year, the California
Department of Pesticide Regu-
lation issued a Stop Use Notice
for two EcoMIGHT products,
including EcoMIGHT-Pro and
W.O.W. Whack Out Weeds!
after testing showed they con-
tained glyphosate, bifenthrin,
permethrin,
cypermethrin
and carbaryl.
positions. He’s hosted sum-
mer and winter industry meet-
ings and regularly volunteers
at the events.
In accepting the award,
Rogers said he couldn’t
vouch for the honesty of those
descriptions.
“I think they painted a
better picture than it really
is,” he said.
However, Rogers said he
does feel obligated to give
back to the hazelnut industry
that’s given him so much.
“You’ve got to be involved
if you’re going to be here,”
he said. “That’s what makes
a hazelnut farmer a hazelnut
farmer.”
National Onion
Association sets summer
convention in Boise
The National Onion
Association’s
summer
convention is slated for
July 6-9 in Boise.
The group sought
a location that has not
hosted the event in a
while and has many
growers,
packer-ship-
pers, seed companies and
providers of onion-re-
lated equipment and
services.
“Boise fit the bill,”
said Greg Yielding,
executive vice president
and chief executive of
the association. “There’s
a lot of people with inter-
est in the area.”
He expects attendance
from around the region
and the U.S.
Idaho, Oregon and
Washington
produce
75-80% of the country’s
onions, he said.
The southwestern Ida-
ho-southeastern
Ore-
gon growing region has
22,000-plus acres of
onions and more than two
dozen fresh-pack sheds.
“This is one of the pre-
mier growing areas,” said
association trustee and
past president Kay Riley,
general manager of Snake
River Produce in Nyssa,
Ore. “So it will be great to
welcome the industry here
to see how we do things in
the Treasure Valley.”
The Grove Hotel in
downtown Boise will host
the meeting. Yielding said
visits to area farms, pack-
ing facil-
ities and

said USDA Market News

repre-
sentatives are among
expected speakers. Top-
ics are to include crop
and market conditions,
pesticide regulations and
approvals, imports, for-
eign supplier verification,
trade and compliance with
water quality and other
standards of the federal
Produce Safety Rule.
The association is
working on an update of
its food safety guidance
for dry bulb onions, to be
presented at the meeting.
Yielding
said
he
expects more than 100
people to attend, depend-
ing on COVID-19 issues
at the time. Previous sum-
mer meetings in the Boise
and Tri-Cities, Wash.,
areas were well attended,
he said. The 2021 summer
meeting was in Nashville.
A remote-attendance
option is not planned.
The association is
based in Eaton, Colo., and
has about 500 members.
Onions are grown com-
mercially in more than 20
states.
