Lower Long Tom becomes
Oregon’s 22nd wine AVA

A new American Viti-
cultural Area, or AVA, has
been designated in Oregon’s
Southern Willamette Valley
denoting the area’s unique
wine-growing climate and
geography.
The Lower Long Tom
AVA was approved by the
Alcohol and Tobacco Tax
and Trade Bureau on Nov.
10, and went into effect on
Dec. 10. It is Oregon’s 22nd
AVA statewide, and the 10th
nested within the Willamette
Valley.
AVAs are a federal appel-
lation for wine-producing
regions with distinct charac-
teristics, such as soils, ele-
vation and other physical
features.
Winemakers in the area
can use the AVA name as a
marketing tool, potentially
fetching higher prices from
consumers based on qual-
ity and reputation of their
grapes.
“Oregon’s newest viti-
cultural area acknowledges
the increasing appreciation
our grape growers and wine-
makers are developing for
site-specific growing condi-
tions and flavor complexity,”
said Tom Danowski, exec-
utive director of the Oregon
Wine Board.
Located in Lane and Ben-
ton counties, the Lower Long
Tom AVA is characterized by

Two more wolves have
been killed in a pack that
attacked calves in south-
east Washington, the state
Department of Fish and
Wildlife said Thursday.
One wolf, a juvenile male,
was legally killed Dec. 8
under a lethal-removal per-
mit issued to a producer by
Fish and Wildlife. The wolf
was the first to be removed
under such a permit.
The other wolf, a female
yearling, was found dead
Dec. 5 along a road and
clearly had been hit by a
vehicle, the department said.
Previously, the depart-
ment killed an adult male
wolf Nov. 18. Another wolf
was hit and killed by a vehi-

yards in the appellation are
on stream-cut ridge lines, at
an elevation of between 450
and 650 feet.
The 25,000-acre area is
home to 12 wineries and 24
vineyards, with 575 acres of
vines. Like the rest of the
Willamette Valley, Pinot noir
is the predominant grape
variety, though winemakers
also produce Chardonnay,
Riesling, Pinot gris and Sau-
vignon blanc, among others.
Four years ago, Dieter
Boehm of High Pass Win-
ery in Junction City peti-
tioned the TTB to establish
the Lower Long Tom AVA.
Boehm’s
petition
describes several distinguish-
ing characteristics, includ-
ing relatively shallow clay-
loam soils that create stress

the four known mortalities.
The pack attacked cat-
tle belonging to three dif-
ferent ranchers in Columbia
County between Aug. 25 and
Nov. 15. The pack formed
this year and has yet to be
named.
The department issued
lethal-removal
permits
to two ranchers. With the
death of the wolf Dec. 8, the
department has withdrawn
the other permit.
The attacks have been
occurring on private land.
The department said it may
remove more wolves if the
pack attacks more livestock.
State law allows ranch-
ers to shoot wolves caught
attacking
livestock.

rare cases, Fish and Wild-
life issues permits to shoot
wolves coming onto private
land.

OLYMPIA — Wash-
ington Gov. Jay Inslee on
Monday outlined a $626.5
million spending plan to
promote electric vehi-
cles and solar panels, and
fund other climate-related
programs.
The policies would
encourage solar farms in
Eastern Washington and
discourage heating with nat-
ural gas. Electric vehicle
buyers would be eligible for
a rebate of up to $12,500.
Wildfires and floods
show the state must hurry to
slash carbon emissions, Ins-
lee said. “Climate change is
moving faster, so we have to
move faster,” he said.
The top-ranking Repub-
lican on the House Envi-
ronment and Energy Com-
mittee, Mary Dye, said the
governor offers green subsi-
dies, but not relief from nat-
ural disasters.
“He’s
so
narrowly
focused on emissions,” said
Dye, who represents an

tive because we (can) get
it passed, and that’s what
really counts,” he said.
Inslee proposes appro-
priating $100 million for
electric vehicle rebates and
$100 million for grants to
utilities, tribes, state agen-
cies and nonprofit groups
to install solar panels.

state approves renew-
able-energy projects. The
transition to renewable
energy requires new facil-
ities, according to the gov-
ernor’s office.
“How many thousands
of acres of farmland will be
sacrificed for solar panels?”
Schoesler asked. “Let’s put
an 800-acre solar farm in
King County and put up
100 windmills and go from
there.”
The governor proposes
rebates of $7,500 for new
electric vehicles and $5,000
for used ones. Buyers who
make less than $61,000 a
year would be eligible for
an additional $5,000.
“Rural Washington driv-
ers will be the last to adopt
electric vehicles,” Schoe-
lser said. “For people driv-
ing long distances, they are
just less practical.”

get rid of the wildfires, and
they won’t mitigate losses
of life and property in cata-
strophic flooding,” she said.
Inslee said he will pro-
pose four climate bills to the
Legislature. Inslee touched
on the legislation at a press
conference, though the
actual bills have not been
released.
Inslee said his plans will
not require raising taxes.
The federal infrastruc-
ture bill will provide some
money and the Build Back
Better Act, if passed, will
provide more, he said.

rural residents, especially
in Eastern Washington, will
end up subsidizing electric
vehicle buyers and losing
land to solar panels.
“It’s a war on rural Wash-
ington,” he said. “Whether
it’s a direct or indirect tax, it
does cost.”
Under one proposal, nat-
ural gas would be banned
from heating new buildings
by 2034. Last year, Inslee
proposed a ban starting in
2030.
Inslee rebuffed the sug-
gestion he was softening his
