Fish and Wildlife won’t say where it took the radio-activated device, frus- trating the department’s part- ners in employing non-le- thal measures to break the region’s cycle of depreda- tions and lethal removal. “I absolutely want to know, especially if it’s still in my area,” said Jeff Flood, wildlife sheriff’s deputy for Ferry and Stevens counties. “I still don’t understand why they’re being so secre- tive,” he said. “I share every- thing with those people. I thought it was a two-way street.” Fish and Wildlife spokes- woman Staci Lehman said the department moved the box to a smaller pasture. Naming the pack territory would reveal the identity of the rancher, who wants to remain anonymous, she said. Pack territories in Wash- ington average 285 square miles and typically include many producers, according to Fish and Wildlife. Fish and Wildlife pledged this year to focus on packs that regularly attack live- stock. The Togo pack ter- ritory is the only one that currently meets the depart- ment’s definition of a “spe- cial focus area.” WDFW A wolf in the Togo pack in Ferry County in northeast Washington. Scott Nielsen, who heads the Cattle Producers of Washington’s wolf-live- stock conflict program, said the Togo territory is again a “very hot, active spot.” Nielsen said he’s con- cerned that if depredations escalate, the department will cite the absence of an alarm box as a reason to delay cull- ing the Togo pack. “Fish and Wildlife removed a non-lethal deter- rence from an area that’s suppose to be a special focus area,” he said. The state funds the cat- tlemen’s program, which relies on horseback riders to watch for trouble. The cat- tlemen are directed to coor- dinate their efforts with Fish and Wildlife. Nielsen said the depart- ment won’t tell him whether the alarm box has been placed in another area patrolled by the cattlemen. “It seems like it would be collaborative to share that kind of stuff,” he said. “We don’t need to know the name of the producer. We need to know the pack.” Fish and Wildlife con- firmed the Togo pack injured calves June 24 and Aug. 6. The second calf was euth- anized because of its inju- ries. The department put the alarm box in the territory in July and took it away Aug. 5. If Fish and Wildlife con- firms two more depredations this summer, the Togo pack will have crossed the thresh- old for the department to consider lethal removal. Flood said he anticipates more trouble this summer. “Something’s going to go bad in the Togos,” he said. The Togo pack has four adults and four pups. One wolf has a radio collar that activates the alarm box, which emits sounds such as explosives or gun fire. Fish and Wildlife has one work- ing box and two that need repairs. It’s unclear whether the alarm box is effective. Fish and Wildlife, however, lists it among its non-lethal tools. Oregon hemp regulators get more ‘boots on the ground’ By MATEUSZ PERKOWSKI Capital Press Oregon hemp farmers will soon see more regulatory “boots on the ground” as the state’s Department of Agriculture triples the num- ber of employees dedicated to the crop. The ODA will expand its hemp staff from four to 12 positions in the 2021-2023 biennium after the agency was authorized to increase spending on the program from about $500,000 to $3.5 million. Lawmakers approved the higher hemp program expenditures partly due to concerns that the crop was being used as a cover for illicit marijuana production, said Lau- ren Henderson, ODA’s assistant director. “People could not say: That is a hemp field or that is a marijuana field. Or that is legal or that is not,” he said. “The concern is we don’t know.” Though both plants are forms of cannabis that look similar, hemp doesn’t have enough of the com- pound THC to cause the psychoac- tive effects of marijuana. The Oregon Department of Agri- culture has been authorized to increase spending on its hemp pro- gram from about $500,000 to $3.5 million, allowing the agency to increase hemp staff from four to 12 positions. and it’s also illegal to grow under federal law. The ODA’s hemp program started small with 13 growers about six years ago and was ini- tially overseen by staff from other agency programs, Henderson said. As the program grew with the crop’s popularity, the staff has often focused on hemp registra- tion while inspections and compli- ance enforcement haven’t kept up, he said. Among the new staff will be a hemp program manager who will serve as a point person for grow- ers, as well as employees who per- form inspections and compliance work in specific regions, Hender- son said. “They will be our eyes and ears, our boots on the ground,” said Sunny Summers, ODA’s cannabis policy coordinator. The added positions will allow the agency to better respond to complaints, follow up on regula- tory questions and enforce pro- gram rules, Henderson said. “I expect now that we’re more visible on the ground, we will most likely find compliance issues,” he said. The additional money will come from reserves raised from hemp licenses, rather than from the state’s general fund. The Legisla- ture approved expanding the hemp staff as part of ODA’s 2021-2023 budget, which was recently signed by Gov. Kate Brown. “We were prudent in know- ing we would need additional resources,” Henderson said. The agency expects the 12 posi- tions will be the minimum num- ber needed to run the hemp pro- gram, despite recent fluctuations in production. Hemp production rose from about 100 acres in 2015 to a peak of 64,000 acres in 2019, but dropped to 28,000 acres last year due to economic problems. So far in 2021, only 6,500 hemp acres have been registered with ODA. Slumps in production may prompt the agency to consider rais- ing license fees, Henderson said. The increased enforcement spending is “long overdue” for the hemp industry, whose reputa- tion suffers if it’s associated with illicit marijuana, said Jerry Norton, a hemp entrepreneur and board member of the Oregon Industrial Hemp Farmers Association. “That puts a black eye on the industry,” Norton said. “We don’t want that within the industry.” ODA’s increased spending on the hemp program will dove- tail with broader legal changes approved by lawmakers as part of House Bill 3000, an omnibus can- nabis bill passed during the 2021 legislative session. The agency’s hemp staff will work with employees from the state’s Liquor Control Commis- sion to conduct “spot tests” to ensure the crop is not actually marijuana, Summers said. These checks will be separate from the tests that ensure hemp is below 0.3% THC that occur at harvest time. Hemp growers will also undergo background checks, as required by federal law, and ODA is cooperating with other agencies to perform a “safety assessment” of hemp producers concentrated in Southern Oregon, she said.
