QUESTION: Shall Wallowa
County permanently prohibit
psilocybin-related businesses?
SUMMARY: State law allows for
the manufacturing, transporta-
tion, delivery, sale and purchase
of psilocybin, the psychedelic
drug found in certain mushrooms.
State law provides that a local
government may adopt an ordi-
nance to be referred to the voters
to prohibit the establishment of li-
censed psilocybin product manu-
facturers
and/or
psilocybin
service centers. The Wallowa
County Board of Commissioners
adopted an ordinance to refer to
the voters that permanently pro-
hibits psilocybin-related busi-
nesses in Wallowa County.
A “Yes” vote would permanently
prohibit the establishment of
psilocybin product manufacturers
and psilocybin service centers
within the unincorporated areas
of Wallowa County.
A “No” vote would permit the es-
tablishment of psilocybin product
manufacturers and psilocybin
service centers within the unin-
corporated areas of Wallowa
County.

who believes the proposed meas-
ure contains more than one sub-
ject or who believes the ballot title
is insufficient, not concise, or un-

days after this notice. Any elector
who files a petition to review the
ballot title must notify the County

Board Order 22-001, for adminis-
tration of county roads, be ap-

SUMMARY: State law allows for
the formation of special service
districts for the purpose of con-
structing, maintaining and operat-
ing certain “service facilities,”
including roads. The Wallowa
County Board of Commissioners
formed the Wallowa County Road
Service District (“District”) on Au-
gust 3, 2022 for the purpose of
administering county roads. The
District’s service territory consists
of the unincorporated areas in
Wallowa County. Pursuant to
ORS 451.485, the governing
body of the District is the Wallowa
County Board of Commissioners.
As required by ORS 451.485, the
Board’s Order 22-001 directs that
the District shall construct, oper-
ate and maintain all county roads
in the unincorporated areas of
Wallowa County; that work shall
proceed in keeping with current
priority designations and be fi-
nanced through a combination of
federal Secure Rural School
funds and appropriations from ex-
isting County funding sources;
that District roads will provide
service only to areas inside the
District and will not be integrated
with roads constructed, operated
and maintained by another spe-
cial service district; and that no
new taxes or costs will be as-
sessed against benefited prop-
erty.

Exemption from Public Contracting Competitive Bidding
Requirement
Locker Room Replacement Project
The Imbler Schools Board of Directors will conduct a Public Hearing
at 6:00 p.m. on Tuesday, September 20th, 2022, at the Imbler Schools
District Office, 640 Esther Avenue, Imbler, Oregon 97841.
The purpose of the public hearing is to take oral and written comments
on the Imbler Schools Findings of Fact in support of an exemption from
competitive bidding under ORS 279C.335 for the project known as
“Locker Room Replacement”.
Imbler Schools is requesting the exemption to allow the use of an al-
ternative procurement method known as “Design-Build”. The Design-
Build contracting method utilizes an integrated team approach applying
modern management techniques to the planning, design, pre-construc-
tion, and construction phases of a project, to control time and cost and
to assure quality for the project owner. Selection of the successful De-
sign-Builder is by Qualitative-Based Selection, that is, evaluation/scor-
ing of written proposals, interviews, and the specified profit margins of
all Proposers.
