NOTICE IS HEREBY GIVEN that
on August 4, 2022, the City
Recorder, received from the City
Attorney the following ballot title
for a measure to be referred to
the legal voters of the City:
CAPTION: Prohibits psilocybin-
related businesses within the City
of La Grande.
QUESTION: Shall La Grande
prohibit psilocybin-related busi-
nesses in the City of LaGrande?
SUMMARY: State law allows op-
eration manufacturer, distribution
and possession of psilocybin and
psilocin. State law provides that a
city council may adopt an ordi-
nance to be referred to the voters
to prohibit the establishment of
any of those registered or li-
censed activities.
Approval of this measure would
prohibit the establishment of
psilocybin product manufacturers
and/or psilocybin service center
operators within the area subject
to the jurisdiction of the City of La
Grande.
NOTICE IS FURTHER GIVEN
that any elector of the City who
believes the proposed measure
contains more than one subject
or who believes the ballot title is
insufficient, not concise, or unfair
may file a petition for judicial re-
view with the Circuit Court for
Union County no later than 5:00
PM on August 16, 2022, which is
at least seven business days after
this notice.
Any elector who files a petition to
review the ballot title must notify
the City Recorder in writing that
the petition has been filed no later
than 5:00 PM on the next busi-
ness day following the day the pe-
tition is filed.

why CHRISTOPHER MICHAEL SMALLWOOD, should not be declared
free from your custody and control.
The following information concerns rights and procedures that
relate to this proceeding for the termination of custody and control of
CHRISTOPHER MICHAEL SMALLWOOD, and require such protection
the court will appoint counsel to represent them, whether or not they
able to afford counsel. CHRISTOPHER MICHAEL SMALLWOOD, will
not be present in court unless they so request or the court so orders.
2. If a parent of CHRISTOPHER MICHAEL SMALLWOOD, ap-
pears without counsel and is unable to afford counsel, the court must
appoint counsel for the parent, unless the parent knowingly and intel-
ligently waives the right to be represented my counsel. The court will
not appoint the same counsel to represent the minor child and the par-
ent.
3. The court may appoint either a public defender or private
counsel. If private counsel is appointed, he or she will receive a rea-
sonable sum for compensation and expenses, the amount of which will
be determined by the court. That amount must be paid by the real par-
ties in interest, but not by the minor, in such proportions as the court
believes to be just. If, however, the court finds that any of the real par-
ties in interest cannot afford counsel, the amount will be paid by the
county.
4. The court may continue the proceeding for not more than 30
days as necessary to appoint counsel and to enable counsel to be-
come acquainted with the case.

TRUSTEE’S NOTICE OF SALE
A default has occurred under the terms of a trust deed made by Sarah E. Harrington, a single person and
Corey L. Carpenter, a single person, whose address is 1037 Rose Street, Baker City, OR 97814 as grantor
to Elkhorn Title Company, as Trustee, in favor of Mortgage Electronic Registration Systems, Inc. acting solely
as nominee for Mann Mortgage, LLC, dba Allied Mortgage Resource, its successors and assigns, as named
Beneficiary, dated August 14, 2014, recorded August 18, 2014, in the mortgage records of Baker County,
Oregon, as Instrument No. B14330092, J.P. Morgan Mortgage Acquisition Corp. is the present Beneficiary
as defined by ORS 86.705(2), as covering the following described real property: as covering the following
described real property: Lot 13 and that part of Lot 14 lying Northerly of a line drawn 17 feet Southerly of
and parallel to the Northeasterly line thereof, in Block “A”, C.A.E. Smith’s Addition to Baker City, in Baker

97814. Both the beneficiary and the trustee have elected to sell the said real property to satisfy the obliga-

Statutes 86.735(3); the default for which the foreclosure is made is grantor’s failure to pay when due the fol-
lowing sums: Monthly payments in the sum of $555.37, from July 1, 2020, monthly payments in the sum of
$586.65, from February 1, 2021 and monthly payments in the sum of $574.91, from February 1, 2022, plus
prior accrued late charges in the amount of $128.34, plus the sum of $10.00 for advances, together with all
costs, disbursements, and/or fees incurred or paid by the beneficiary and/or trustee, their employees, agents

with accrued interest in the sum of $5,582.57 through June 13, 2022, together with interest thereon at the
rate of 4.375% per annum from June 14, 2022, plus prior accrued late charges in the amount of $128.34,
plus the sum of $3,589.00 for advances, together with all costs, disbursements, and/or fees incurred or paid
by the beneficiary and/or trustee, their employees, agents or assigns. WHEREFORE, notice hereby is given
that the undersigned trustee will on November 9, 2022, at the hour of 10:00 AM PT, in accord with the stan-
dard time established by ORS 187.110, at the front entrance of the Baker County Courthouse, located at
1995 3rd Street, in the City of Baker City, OR, County of Baker, State of Oregon, sell at public auction to the
highest bidder for cash the interest in the said described real property which the grantor has or had power
to convey at the time of the execution of said trust deed, together with any interest which the grantor or his
successors in interest acquired after the execution of said trust deed, to satisfy the foregoing obligations
thereby secured and the costs and expenses of sale, including a reasonable charge by the trustee. Notice
is further given to any person named in ORS 86.778 that the right exists, at any time that is not later than
five days before the date last set for the sale, to have this foreclosure proceeding dismissed and the trust
deed reinstated by paying to the beneficiary of the entire amount due (other than such portion of the principal
as would not then be due had no default occurred) and by curing any other default complained of herein
that is capable of being cured by tendering the performance required under the obligations or trust deed,
and in addition to paying said sums or tendering the performance necessary to cure the default, by paying
all costs and expenses actually incurred in enforcing the obligation and trust deed, together with trustee’s
fees and attorney’s fees not exceeding the amounts provided by said ORS 86.778. Notice is further given
that reinstatement or payoff quotes requested pursuant to ORS 86.786 and ORS 86.789 must be imely
communicated in a written request that complies with that statute, addressed to the trustee’s “Reinstate-
ments/Payoffs – ORS 86.786” either by personal delivery or by first class, certified mail, return receipt re-
quested, to the trustee’s address shown below. Due to potential conflicts with federal law, persons having
no record legal or equitable interest in the subject property will only receive information concerning the

the neuter, the singular includes the plural, the word “grantor” includes any successor in interest to the

please be advised that pursuant to the terms stated on the Deed of Trust and Note, the beneficiary is allowed
