SUMMARY: The Elgin City Charter is the governing document for the
City of Elgin. This measure would revise Chapter III, section 10.1 and
Chapter V, section 22 of the current Amended City Charter, adopted in
May 19th, 1987. The City Council approved the revised provision fol-
lowing a public meeting on September 14th, 2021 and directed that it
be submitted to the City voters for consideration at the November 2022
election. The proposed revision would amend the current title of Chap-
ter III, section 10.1 to read “CITY ADMINISTRATOR” and it would re-
move the title “Recorder.” It would further amend the title of Chapter V,
Section 22 to read “Administrator” and would remove the title
“Recorder.”
NOTICE IS FURTHER GIVEN that any elector of the City who believes
the proposed measure contains more than one subject or who believes
the ballot title is insufficient, not concise, or unfair may file a petition for
judicial review with the Circuit Court for Union County no later than
5:00 PM on August 8, 2022, which is at least seven business days after
this notice.
Any elector who files a petition to review the ballot title must notify the
City Recorder in writing that the petition has been filed no later than
5:00 PM on the next business day following the day the petition is filed.
A non-mandatory, but highly encouraged, pre-proposal conference will
be held, in person, on August 3, 2022 at 11 AM at La Grande Middle
School, 1108 4th St., La Grande, OR 97850.
