LA GRANDE — The
homes of Anne Morrison and
Michael Howard, 1501 Cedar
St., and of Joanne Walter,
2107 N. Greenwood St., were
selected as the winners of the
city of La Grande’s Spring
2022 Beautification Awards
Program.
Over the past 10 years,
Morrison and Howard have
converted part of the lawn to
native plants. They have mul-
tiple shrubs, including sage-
brush, bitterbrush, rabbit
brush, hawthorn, currants,
wild roses, and snowberries.
They also have native grasses
and cactus, and flowers
including penstemons, blan-
ketflower, globemallow,
milkweed, flax, wild straw-
berries, lupine, coneflowers,
asters, buckwheat, balsam
root and lomations.
“Native plants need less
water and are easier to main-
tain,” Morrison said in the
city’s press release. “They
attract pollinators, and the
garden changes constantly
and different plants bloom
from early spring through
early frost. Using native plants
brings the unique beauty of
our area direct into our yard.”

will be held June 25 at 10 a.m. at the Wallowa Ceme-

BEAUTIFICATION AWARDS PROGRAM
The Beautification Awards Program recognizes residential and commer-
cial properties that add to the beauty and diversity of La Grande’s environ-
ment. Nominations for the seasonal awards are made by members of the
La Grande Landscape and Forestry Commission, city employees, neigh-
bors and citizens. The award criteria includes landscaping that integrates
color, texture, seasonal diversity and appropriate use of hardscapes and
space; landscaping that promotes resource conservation, wildlife habitat
and/or food production; and owners who have overcome special circum-
stances. Nominations for the summer beautification award can be sent
to trees@cityolagradnde.org or called in to the Urban Forestry Division at

rebuilt and re-landscaped
after a fire destroyed the
house. The home was chosen
for a beautifcation award for
the side yard’s colorful col-
lection of flowering trees,
shrubs and perennials.
“I just like flowers,” said
Walter, who has lived in the
new house for eight years.
She also replaced grass in
the city right-of-way with a
small vegetable garden and
grows tomatoes, cucumbers
and zucchini to share with
her neighbors.

Brown Bag discussion looks at
suicide in Wallowa County
JOSEPH — The Josephy Cen-
ter’s next Brown Bag session will dis-
cuss “The Issue of Suicide in Wallowa
County.” The gathering is set to begin
at noon on Tuesday, June 14.
Due in part to the COVID-19 pan-
demic, suicide rates across the country
have surged over the past three years.

TUESDAY, JUNE 7
7:59 a.m. — Union County Sheriff’s Office received a call about a burglary on the
1400 block of Birch Street, Elgin. A deputy responded and will follow up.
8:06 a.m. — A caller reported the theft of a vehicle on the 1400 block of X
Avenue, La Grande. An officer made contact and took a report.
9:07 a.m. — A caller reported aggressive dogs at large on the 700 block of North
11th Street, Union. An animal enforcement officer responded. Parties reached a
civil compromise.
9:43 a.m. — A caller reported a trespasser in the area of 69200 Highway 237, Cove.
A Union County sheriff’s deputy responded and determined the trespasser was a
neighbor with a loose cow.
6:09 p.m. — La Grande police responded to the 1800 block of Gekeler Lane, La
Grande, on a report of a person refusing to leave the parking lot. An office arrived
and gave the person until 9 p.m. to leave.
7:36 p.m. — A caller reported a disturbance on the 600 block of North Second
Street, Union. A Union County sheriff’s deputy responded and separated the
parties.
9:30 p.m. — A caller made a complaint about noise at La Grande High School, 708
K Ave. An officer responded and counseled the parties involved.
9:43 p.m. — La Grande police received a report of gunshots on the 1900 block of
Penn Avenue. An officer responded but did not find anyone shooting.
8:14 p.m. — A Union County sheriff’s deputy responded to a residence on the
10500 block of H Avenue, Island City, on a report of a person threatening self-
harm. The deputy found the person and helped make an action plan.
8:18 p.m. — La Grande police received a report of a sex crime.
9:49 p.m. — A caller reported a juvenile was involved in a disturbance on the
2100 block of Oak Street, La Grande. An officer made contact and explained
options.
THURSDAY, JUNE 9
12:21 a.m. — A caller reported seeing a wolf on the 400 block of O Avenue, La
Grande. Officers searched the area but did not see a wolf.
12:36 p.m. — Local law enforcement responded to the 10400 block of South
Valley Avenue, Island City, on a report of a disturbance and took a report for
harassment.
12:46 p.m. — A Union County sheriff’s deputy responded to Robbs Hill Road, La
Grande, on a report of a vehicle theft. The deputy recovered the vehicle.
2:27 p.m. — A caller on the 700 block of Sunset Drive, La Grande, reported a dog
was in a hot car. Union County Sheriff’s Office responded and counseled the driver.
3:35 p.m. — La Grande police and emergency medical services responded to Jef-
ferson Avenue and Third Street for a collision between a car and a bicyclist. Police
took a report.
WEDNESDAY, JUNE 8
2:32 a.m. — A caller on the 10400 block of South E Street, Island City, reported a
juvenile involved in a disturbance. A Union County sheriff’s deputy made contact
and gave options.
8:28 a.m. — A caller on the 1600 block of Seventh Street, La Grande, reported a
dog attacked another dog. An animal enforcement officer responded and issued
a citation.
10:50 a.m. — A resident on the 200 block of North Main Street, Union, asked for
contact from a Union County sheriff’s deputy regarding an assault. A deputy
responded. The sheriff’s office then served a restraining order.
3:36 p.m. — A resident at Booth Lane and Lower Cove Road, Cove, reported a
suspicious person on a motorcycle may have been casing the property. A Union
County sheriff’s deputy made contact, took information and gave options about
trail cameras.
4:27 p.m. — A resident on the 1200 block of Hall Street, La Grande, reported the
theft of an oxygen tank. An officer advised the person of options.
5:32 p.m. — Union County Sheriff’s Office and medical help responded to the
10400 block of South E Street, Island City, on a report of a minor having a mental
breakdown and took the youth to Grande Ronde Hospital, La Grande.

Noel R. Radway Sr.
April 20, 1955 - May 21, 2022
Noel Robert Radway Sr., 67,
formerly of Cottage Grove and
elsewhere, died Saturday, May
21, 2022, at his home of two years
in Union following an extended
illness.
It was his request that there be
no formal ceremony but that his
friends remember him when they
have a beer. Arrangements are
entrusted to Daniels-Knopp Funeral, Cremation & Life
Celebration Center of La Grande.
Noel was born on April 20, 1955, in Cottage Grove,
Oregon, to Earl and June (Levings) Radway. He was
raised and educated in Cottage Grove and began his
lifelong career in logging there. He loved the woods
and learned and performed the many duties that went
with logging. He operated equipment of all kinds, built
roads, felled timber, skidded logs, loaded trucks and
anything else that was needed.
On Feb. 3, 1996, Noel was married to Connie Welch
in Reno, Nevada. In addition to logging Noel was adept
at many things, a jack of all trades. He even spent some
time rodeoing, bronc riding and wild horse racing.
He enjoyed coaching and judging the peewee rodeos,
especially when their kids were participating. He was
also a member of the Rocky Mountain Elk Foundation.
Surviving relatives include his wife, Connie of
Union; daughter, Tanya Dean of Thurston; son, Robbie
Radway Jr. of Yoncalla; stepdaughters, Lydia Shields of
Pleasant Hill and Nakea Rodriguez of Albany; and eight
grandchildren.

Tammy Rae Blanchard
October 4, 1961 - May 13, 2022
Tammy Rae Blanchard passed
away on May 13, 2022, of natural
causes in her home at Nyssa, OR.
She was born on October 4,
1961, in Colfax, WA, and was
one of three children born to Patty
and Ed Nelson. After years in the
Colfax area they moved to Baker
City, OR, where Tammy excelled
in sports such as basketball,
volleyball and tennis. Tammy was
also gifted in academics, social aspects, and leadership
roles.
Growing up she enjoyed being on the family wheat
farm, raising horses and taking care of her animals.
After graduating from high school, she received her
bachelor’s in education from Eastern Oregon University
and later received her master’s in education from
Northwest Nazarene University.
During her extensive education, Tammy excelled in
school and focused on literature and writing. Over the
past 25 years she has taught at the high school level in
multiple districts in the Malheur area.
While at Eastern Oregon University she met the love
of her life, Kent Blanchard. Tammy and Kent married
in 1984 in Baker City, OR. Together they had three
children, Patrick, Alec and Camryn, whom they raised
in Nyssa, OR. Throughout the children’s high school
careers, both Tammy and Kent were highly supportive
of their sons’ activities - always attending sports and
other extracurricular events.
Tammy was family oriented and loved cooking meals
for her loved ones and hosting family gatherings. One
of her greatest passions was the yearly summer vacation
trip to the family cabin at Twin Lakes in Washington.
Tammy would spend time at the lake, fishing, boating,
playing cards, and cracking jokes. During her free time,
Tammy’s hobbies included reading, writing, collecting
Cheshire cat figurines, playing card games, hanging
with her two dogs, attending music events, and spending
time with Aurora, her granddaughter.
Tammy is survived by her husband, Kent; her sons,
Patrick, Alec and Camryn; her mother, Patty; her
siblings, Denise and Randy; her granddaughter, Aurora;
and other extended family.
There will be a blessing at Saint Bridget of Kildare
Catholic Church in Nyssa, OR on July, 9, 2022, at 10
a.m.
