PUBLIC SAFETY REPORT
WEDNESDAY, APRIL 13
9:20 a.m. — La Grande police conducted a welfare check on a
person who may have been experiencing mental or emotional dis-
tress. Police notified the Center for Human Development, Inc.
10:44 a.m. — A Union County sheriff’s deputy found cattle on
the loose at West Center and South Fourth streets, Union, and
returned the cows to their owner.
1:39 p.m. — La Grande police received a report of a person who
may have been experiencing mental or emotional distress. Officers
found the person, who said he would not harm himself.
2:08 p.m. — A resident on the 200 block of Cedar Street, Elgin,
reported harassment from a FedEx driver. A Union County sheriff’s
deputy made contact and referred the resident to FedEx.
2:46 p.m. — A La Grande resident on the 1800 block of Fourth
Street, La Grande, reported harassment. An officer made contact
and explained options regarding a stalking order.
4:36 p.m. — La Grande Middle School, 1108 Fourth St., made a
report about harassment. The school resource officer made con-
tact and planned to follow up.
8:54 p.m. — A resident on the 1500 block of 21st Street, La
Grande, reported a neighbor pounded on her door and told her to
be quiet. An officer responded and the situation between neigh-
bors was resolved for now.
10:34 p.m. — The Royal Motor Inn, 1510 Adams Ave., La Grande,
reported someone was smoking in a guest room. An officer
responded. The person got back their money and left. Police noted
there was no sign anyone had been smoking.
THURSDAY, APRIL 14
6:53 p.m. — La Grande police received a report of an assault on
the 1000 block of 21st Street. An officer responded and took a report.
12:10 p.m. — A caller reported horses on the loose in the area of
62800 Fruitdale Lane, La Grande. The owner of the horses resolved
the situation before an animal enforcement officer responded.
1:42 p.m. — A caller reported possible animal abuse/neglect on
the 1000 block of B Avenue, L Grande. An animal enforcement offi-
cer made contact.
4:21 p.m. — La Grande police received a report on a runaway
juvenile. Officers responded, and the youth returned home.
4:55 p.m. — A resident on the 1700 block of Fourth Street, La
Grande, reported a burglary. An officer made contact and took a
report.
10 p.m. — La Grande police responded to the 200 block of
Fir Street on a report of possible gunshots. Officers searched but
found no one shooting.
Arnold “Arnie” Ray Young
March 4, 1949 - April 10, 2022
Arnold “Arnie” Ray Young,
73, of La Grande, passed away at
his home on April 10, 2022. At his
request, there will not be a service.
Arnie was born on March 4,
1949, in Moscow, Idaho, and grew
up on the family farm on the breaks
of the Snake River, southwest of
Pullman, Washington. He was a
farm kid and his work ethic was a
big part of his identity all through his life. Arnie was
a lifelong fan of Washington State Cougar athletics, as
well as the Seahawks and Mariners.
After graduating from Pullman High School in 1967,
Arnie married Karen Akins and shipped off to Vietnam
as a member of the U.S. Navy SeaBees. He saw three
tours of duty as a heavy equipment operator and road
builder. After leaving the Navy, Arnie farmed with his
family on the Palouse for a few years before relocating
to La Grande, Oregon, in 1978. Once settled in La
Grande, Arnie started driving a delivery route for the
Coca Cola company and his route took him all around
the northeast corner of Oregon. He eventually moved
over to Pepsi and continued to drive his routes.
Arnie took a year off from his regular life in the
year 2000 and rode his bicycle around the world for a
year, pedaling through 45 countries and approximately
18,000 miles with the Odyssey 2000 group. This trip
inspired Arnie to travel even more, and over the course
of the 2010s he traveled to Cuba, Rio De Janeiro and a
couple of trips to Sturgis on his Harley.
Arnie started buying up rental property in the 1970s
and he worked very hard to make sure his houses
were in immaculate shape. He took great pride in the
upgrades to each house and the creative landscaping, all
of which he did himself. After retirement from his truck
driving job, Arnie continued to invest in properties in
the Grande Ronde Valley. In recent years, Arnie enjoyed
watching his grandsons play baseball and basketball,
traveling all around the Northwest to watch games.
Arnie is survived by his two older sisters, Barbara
and Sunny, who live in Kennewick, Washington;
brother, Larry (Anita) of Pullman, Washington; his
sons, CJ (Danielle) of Colfax, Washington, and Steve of
Spokane, Washington; grandsons, Laken and Bennett of
Spokane, Washington; and several nephews and nieces.
Arnie was preceded in death by his father, Robert, and
mother, Iva Dell of Pullman.

Merald “Rusty” Brodhead, 83, of North Powder, died
Nov. 19, 2021. Donna (Daggett) Brodhead, 86, of North
Powder, died Dec. 24, 2021. Rusty and Donna were
married on June 27, 1968. A joint memorial service with
military honors will be held April 22, 2022, at 11 a.m.
at the North Powder Cemetery. Arrangements are by
Tami’s Pine Valley Funeral Home & Cremation Ser-

Todd K. McCoy, 60, of Wallowa County, died March

Collins S. Tucker
April 28, 1926 - April 11, 2022
Collins S. Tucker, 95, a longtime
resident of La Grande and a proud
World War 2 veteran, passed away
peacefully at his home surrounded
by his family on Monday, April 11,
2022. A celebration of his life will
be held at the La Grande Nazarene
Church on Tuesday, April 19, 2022,
at 2 p.m.
Collins was born on April 28,
1926, in Enterprise, Oregon, the only son of George and
Ina (Applegate) Tucker. He and his three sisters were
raised on the family ranch in Flora, Oregon.
Collins was drafted into the U.S. Army in October of
1944 and sailed to Europe in March of 1945 on the Queen
Elizabeth. He arrived in France and was activated into
the 106th infantry and received a Battle Star in Saint-
Nazaire. While he was in France, Germany surrendered
and Collins became a cryptographic technician in the
65th Signal Corp and spent the remainder of his service
in Germany. He was honorably discharged in August
of 1946.
He married Mabel Murphy in February 1948, and in
1949 they bought their farm in the Grande Ronde Valley
where they lived and raised their three children. Collins
worked the farm, raised cattle, grew wheat and hay, and
remodeled their farmhouse, all while he worked full-
time at Boise Cascade for more than 30 years before he
retired in 1988.
He loved to fly and was able to get his pilot’s license
and enjoyed flying around Northeastern Oregon.
Collins’ retirement years were full. He and Mabel
loved to travel and were able to go to England and Spain.
They explored Southeastern Alaska and celebrated
their 50th wedding anniversary with a trip to Hawaii.
They took several road trips to see extended family in
Missouri, flew to Pittsburgh and traveled throughout
the mid-Atlantic states. They took another trip to
Connecticut to delve deeper into family genealogy.
Collins and Mabel also took many road trips with
their three grown children along with their spouses
to visit newly found Tucker relatives in Alliance,
Nebraska. They took different routes each time, saw
some beautiful country and made wonderful memories
with their family.
Restoring antique cars became Collins’ retirement
passion and he spent many hours in his shop working on
a 1930 and a 1931 Model A Ford, a 1930 Studebaker and
a 1941 Plymouth. He and Mabel were active members
of the Rusty Wheels Antique Car Club, enjoying
parades, rallies and very good friends. They took long
trips to Yellowstone National Park and to Victoria, B.C.,
in their restored 1930 Model A.
In 2011, Collins was selected to go on an Honor
Flight. Veterans were honored for their service by being
flown to Washington, D.C., where they visited the war
memorials, other monuments, the United States Capitol
and Arlington National Cemetery. He received a WW2
veteran cap that he proudly wore around town.
Collins is survived by his children, Coralee Hasse
of Anacortes, Washington, Corliss (Mike) Howard of
Cove, Oregon, and Allen Tucker of Pendleton, Oregon;
stepsister, Nancy Wright of Portland, Oregon; nine
grandchildren; and 15 great-grandchildren. He was
preceded in death by his wife, Mabel; sisters, Allene
Burton, Georgia Lampkins and Sarah Murphy; son-in-
law, David Hasse; and daughter-in-law, Pamala Tucker.
The family would like to extend a special thank you

March 22, 1930 – April 6, 2022
Maria M. Onaindia, of
Enterprise, passed away on April
6, 2022. She was born in the
Basque country in Vizcaya, Spain,
on March 22, 1930. She married
Jose Onaindia in Spain. They
became partners in Cherry Creek
Sheep Co. on the Snake River,
where they ran sheep for many
years.
Some of Maria’s best memories
were made at the ranch, cooking on a woodstove for
large shearing and lambing crews. After selling the
ranch, Maria and her sister Juana remained active in
the community and St. Katherine Catholic Church and
were often seen walking together.
Maria is survived by her children, Joe (Bobbie),
Juanita (Loren) and Rick (Jeannie); four grandchildren;
and four great-grandchildren. She was preceded in
death by her parents; her husband, Joe; and five sisters
and one brother.
A private family burial was held and a Mass is
planned for a later date. Memorial donations can be
made to Heart ‘n Home Hospice in La Grande in care of
Bollman Funeral Home, of Enterprise.
Sylvia Porter
May 17, 1940 – April 2, 2022
Sylvia Porter, formerly of La Grande, died Saturday,
April 2, 2022, in Vancouver, Washington, at the age of 81.
At her request there will be no ceremonies. She will
be cremated and her family will scatter her ashes over
Mount Glen. Arrangements are entrusted to Daniels-
Knopp Funeral, Cremation & Life Celebration Center in
La Grande.
Sylvia was born on May 17, 1940, in La Grande to
Vernon “Bus” and Edna (Towery) Courtney. She attended
school at Ackerman Elementary and La Grande Junior
High and graduated from La Grande High School with the
class of 1958. She attended college courses in Portland.
Sylvia worked as a bookkeeper for the Oregon State
Patrol and was a payroll clerk for the VA Hospital in
Vancouver, Washington. She worked for Eveson, Snyder
& Lincoln CPAs and after marrying Jerry Porter in 1963
at St. Peter’s Episcopal Church in La Grande. She worked
for the Bureau of Land Management in Wyoming and
was an executive secretary for the Bank of Vernal in
Vernal, Utah.
After they retired Jerry and Sylvia traveled the
southern United States and South America in the winter
and actually spent six months of each year for eight years
in the recent years in Ecuador. They moved to Vancouver
about a year ago.
Sylvia was a lifetime member of St. Peter’s Episcopal
Church. She was also a member of the DK chapter of
PEO.
Surviving relatives include her husband of nearly 50
years, Jerry Porter of Vancouver, Washington; daughter,
Danielle Alqahtani of Hilo, Hawaii; son and daughter-in-
law, Dan and Karen Porter of Vancouver, Washington;
two grandsons, Steven Porter of Newberg and Jovian
Fennel of Hilo, Hawaii; cousins, Steve Towery and
Randy Towery, both of Caldwell, Idaho; sister-in-law,
Arleta Porter of John Day; and nephew, Don Porter Jr. of
Long Creek. She was preceded in death by her parents,
Bus and Edna.
