PUBLIC SAFETY REPORT
MONDAY, JULY 26
6:22 a.m. — A caller reported a combat-
ive person on the 500 block of 16th Street, La
Grande. Police and medics responded.
7:33 a.m. — La Grande police responded to
the 800 block of Grandy Avenue on a report of
loud bangs. Police counseled a person for using
fi reworks and explained fi re restrictions.
8:43 a.m. — A caller again reported a com-
bative person on the 500 block of 16th Street,
La Grande. An offi cer responded and gave
assistance.
2:50 p.m. — A Union County sheriff ’s deputy
responded to the 62200 block of Robin Road, La
Grande, on a report of a disturbance. The deputy
provided resources at the scene.
5:25 p.m. — La Grande police received a com-
plaint about telephonic harassment. An offi cer
contacted both parties and warned one for tele-
phonic harassment.
6:59 p.m. — La Grande police received a sec-
ond complaint about telephonic harassment
from the same caller. An offi cer contacted the
person and attempted to contact the other party.
10 p.m. — The Union Hotel & Restaurant & Rv
Park, 326 N. Main St., Union, reported a guest was
smoking in a hotel room. A Union County sher-
iff ’s deputy made contact and explained options.
10:53 p.m. — A caller reported fi reworks on
the 300 block of Polk Avenue, La Grande. An offi -
cer checked the area but did not fi nd anyone set-
ting off fi reworks.
10:59 p.m. — The Union County Sheriff ’s
Offi ce received a report that someone on the
10800 block of South Walton Road, La Grande,
may have supplied liquor to a minor. A deputy
made contact and counseled a juvenile.
TUESDAY, JULY 27
4:05 a.m. — La Grande police during a foot
patrol at Washington Avenue and Walnut Street
arrested Nicholas Geatano Olivera, 40, for inter-
fering with a peace offi cer, third-degree escape,
two counts of felon in possession of a weapon
and on two Union County warrants for violating
parole and failure to appear.
7:53 a.m. — La Grande police responded to
the 2100 block of Adams Avenue on a call about
abandoned property and cited a 40-year-old
man for off ensive littering.
8:57 a.m. — A caller reported animal abuse on
the 900 block of Crescent Lane, Imbler. An animal
enforcement offi cer made contact.
2 p.m. — A caller on the 200 block of South
12th Avenue, Elgin, reported a disrespectful juve-
nile. A Union County sheriff ’s deputy made con-
tact and explained options.
COMMUNITY BULLETIN BOARD
5:30 p.m. — Police and other emergency
services responded to a report of a traffi c crash
involving an injury at U Avenue and Spruce
Street, La Grande. Police took a report.
5:55 p.m. — A caller reported the theft of an
electric bicycle from a residence on the 2600
block of Bearco Loop, La Grande. An offi cer made
contact and took a report.
7:48 p.m. — La Grande police arrested Sean
Robert Stellings, 26, on a Marion County warrant
for violation of a stalking order.
9:54 p.m. — A caller reported a person was
creating a disturbance at a residence on the 1300
block of Adams Avenue, La Grande. An offi cer
warned the person for disorderly conduct.
11:40 p.m. — Local law enforcement
responded to the 1300 block of Cherry Street of
a report of a disturbance and found the situation
did not rise to the level of a mandatory arrest.

performance on outdoor stage

Literacy Picnics continue
in August at local schools
LA GRANDE — The Union
County Senior Center, 1504 N.
LA GRANDE — The La Grande
School District is partnering with
Head Start, Cook Memorial Library
and other local agencies this summer
to provide weekly literacy picnics to
families with children in preschool up
to second grade. There is no registra-
tion required and families are encour-
aged to attend together. The one-hour
program will be held on Wednesdays
in August at 12:15 p.m. at each of the
elementary schools in La Grande.
The focus will be on learning to
read. Books, grade-level curriculum
packets, activities, games and snacks
will be provided.

Final archery elk proposal set for Aug. 6 commission consideration

general season to a controlled season starting in
2022 in many parts of the region.
SALEM — The Oregon
Department of Fish and
Wildlife has released the fi nal
proposal for commission con-
sideration regarding changes
to how archery elk season
is managed for portions
of Eastern Oregon within
the Blue Mountain region,
according to a press release.
This fi nal proposal
includes two major modifi ca-
tions from the original draft
proposal released in March:
Five units would be com-
bined into a single Eagle Cap
Zone hunt, and there would
be a single general season
hunt for any part of the state
not proposed for controlled
hunting.

The changes are needed to
help wildlife managers meet
elk plan objectives in areas
with low bull ratios and in
areas with a high percentage
of branch-antlered bull har-
vest occurring within the
general archery season. Cur-
rent management strategy
allows managers to alter har-
vest only during the con-
trolled any-legal-weapon
hunts, resulting in signifi -
cant changes to the season
structure and tag numbers for
rifl e hunting over the last 30
years.
This proposal will be pre-
sented at the Aug. 6 commis-
sion meeting for potential
adoption.

The remainder of the 2022
hunting regulations will be
presented at the September
commission meeting.
Under the proposal, 13
wildlife management units
and three sub-unit hunts
would move to controlled
archery seasons. These hunts
would be added to the current
seven WMUs within the Blue
Mountains already managed
for regulated archery sea-
sons. These controlled hunts
would be the only opportu-
nity for archers who draw
and purchase those tags.
Within the units pro-
posed for regulatory change,
ODFW is proposing a mix
of single WMU and a zone
hunt to obtain the reduction
in harvest that is the goal of
moving to controlled archery.
Both alternatives provide the
control necessary for wildlife
managers to regulate take to
achieve the overall bull har-
vest reduction needed to meet
agency objectives.
WMUs not proposed
for controlled hunts would
remain under the current
statewide general season
framework, allowing
archers to continue to move
in response to conditions
throughout the state during
the archery season.
