NOTICE OF DISTRICT MEASURE ELECTION
WALLOWA SCHOOL
DISTRICT #12
Notice of hearing given that on May 18th, 2021, a measure election
will be held in Wallowa County. The following shall be the ballot title
of the measure to be submitted to the Wallowa School District #12
voters on that date
CAPTION:
Bonds for Improvements and Renovations to Facilities
QUESTION:
Shall the District issue $7,000,000 in bonds and receive $4,000,000
state matching grant to fund improvements and renovations to fa-
cilities? If the bonds are approved, they will be payable from taxes
on property or property ownership that are not subject to the limits
of sections 11 and 11b, Article XI of the Oregon Constitution.
SUMMARY:
District will receive $4,000,000 state grant only if bonds are ap-
proved.
Bond and grant funds are expected to finance capital costs, in-
cluding:
Heating and Electrical System Replacement and Improvements,
including for efficiency and cost savings
Safety and Security Improvements including:
* Secure and accessible building entries
* Install and update emergency communication and security
systems
* Perimeter fencing
Gym Renovations and Additions expected to include improve-
ments to meet accessibility and code requirements, providing new
or renovated locker and team rooms, restrooms, lobby, gym en-
trance, wellness/weight room, student educational and meeting
space, and other district facilities.
Site improvements, furnishings, equipment, and bond issuance
costs.
The District would establish a citizen oversight committee to en-
sure proceeds are used for purposes indicated.
Bonds would mature in not to exceed 25 years from issuance and
may be issued in series. The estimated average tax rate is $1.96
per $1,000 of assessed property value. Actual levy rate may differ
due to changes in interest rates and assessed value.
The following authorized district official hereby certifies the above
ballot title is true and complete.

Notice is hereby given that a ballot title for a measure referred by
Wallowa School District #12 has been filed with the County Clerk
of Wallowa County on February 24th, 2021. The ballot caption
is BONDS FOR IMPROVEMENTS AND RENOVATIONS TO
FACILITIES.
An elector may file petition for review of the ballot title in the Wal-
lowa County Circuit Court no later than 5:00 p.m. March 5, 2021. A
copy of the ballot tile can be located at the Wallowa County Clerk’s
Office.
