NOTICE INVITING BIDS
The La Grande Urban Renewal Agency has published the FY
2019/20 annual report. It is on file at City Hall and with the Agen-
cy. The full information is available to all interested persons. In
FY 2019/2020, the Agency received $705,875 in property tax
revenue with total revenues of $738,506. Expenditures from FY
2019/20 were $751,476 and $260,090 for the general fund and
debt fund respectively. The estimated tax revenues for FY 2020/21
are $1,083,000. The 2020/21 budget includes $1,734,546 and
$1,111,000 in revenues for the general fund and debt fund respec-
tively and $1,734,546 and $2,091,618 in requirements for the gen-
eral and debt fund respectively. The estimated impact of carrying
out the urban renewal plan on the tax collections for the preced-
ing year for all taxing districts is shown in the table below. The
amount of maximum indebtedness remaining for the Plan Area is
$9,615,171.

UNION SCHOOL DISTRICT
2019 Capital Improvements
Bid Date: Thursday, February 25, 2021 @ 2:00 PM
Kirby Nagelhout Construction Company is requesting proposals for
bid for the upgrades and renovations to the Union School District
campus and infrastructure, including the High School, Gymnasium,
Miller Elementary School and Hutchinson Elementary School. Work
includes new electrical service, mechanical upgrades, a new eleva-
tor tower, entry vestibules, with interior and exterior renovations,
safety and security upgrades, exterior envelope restorations, new
admin/ entry additions, window replacement, and a new parking lot
& drop off site, as well as additional site upgrades. The project is
located at 540 South Main Street, Union, OR 97883, and through-
out the campus.
There will be a non-mandatory pre-bid meeting held at 10:00 AM
on Friday, February 12, 2021. Interested parties are encouraged
to meet onsite at the High School front entry, located at 540 South
Main Street, Union OR 97883.
Due to current restrictions social distancing
measures and facial masks are required.

Schedule A will consist of the rehabilitation of Runway 13-31. Work items include Runway
Closure X placement, AOA Barricade placement, pavement marking removal, crack repair,
pavement cleaning, seal coat application, pavement marking application and, site cleanup.
Schedule B will consist of the rehabilitation of Parallel Taxiway A. Work items include AOA
Barricade placement, pavement marking removal, crack repair, pavement cleaning, seal coat

information required by the Bid Documents and Specifications.
Prospective Contractors are notified that the work under this Contract is funded in part by a grant
from the Federal Aviation Administration and as such is subject to Executive Order 11246, 41
CFR Part 60-4, and Equal Employment Opportunity (EEO) and Federal Labor Provisions. The
Contractor will be required to comply with all applicable Federal and State Equal Employment
Opportunity Laws and Regulations. To be eligible for award, the Contractor must agree to comply
with the Affirmative Action Requirements and Minimum Wage Rates identified in the Contract
Documents.
This solicitation and any resulting contract are subject to the Buy America requirements of 49
USC Section 50101.
This solicitation and any resulting contract are subject to the Trade Restriction Clause 49 CFR
Part 30 and 49 USC Section 50104.
This project is a public improvement subject to the prevailing wage requirements of the DavisBacon
Act 2 CFR Part 200, Appendix II (D) and 29 CFR Part 5, and ORS 279C.800 to 279C.870.
The bidder certifies, by submission of a proposal that neither it nor its principals is presently
debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from
participation in this transaction by any Federal department or agency. The bidder with the
successful bid further agrees to comply with Title 2 CFR Part 1200 and Title 2 CFR Part 180
(Subpart C) and DOT Order 4200.5.

URBAN RENEWAL PROGRAM ACCEPTING PROJECT
FUNDING APPLICATIONS

La Grande, OR -- Each fiscal year, the La Grande Urban Renewal
Agency (URA) has a limited amount of funding to allocate toward
public/ private development projects within the Urban Renewal
District. For the 2021-2022 fiscal year beginning July 1, 2020, the
Agency will be accepting applications for project funding assis-
tance until 5:00 p.m. on April 30. Applications received after this
deadline will not be accepted.
Beginning February 16, 2021, Application forms and information
packets will be available online at http://www.cityoflagrande.org/
muraProjects/muraLAG/lagcity/index.cfm/city-offices/communi-
ty-development/ and at the City of La Grande Planning and Eco-
nomic Development Office, 1000 Adams Avenue, second floor.
You may also request a packet via email by contacting Kendra
VanCleave at KVanCleave@cityoflagrande.org. In order to be con-
sidered for Urban Renewal funding, potential projects must be lo-
cated within the Urban Renewal District, apply to physical building
or site improvements (generally limited to exterior improvements
only) and be ready for construction and completed between July 1,
2021 and June 30, 2022. Funding is limited to the amount budget-
ed by the URA. This will be a competitive round of funding; there is
no guarantee all qualified applicants will receive funding.
The maximum funding available for any one project is 50% of total
project cost, up to $75,000 for projects using primarily local con-
tractors. Projects located at the La Grande Business and Technol-
ogy Park may be eligible for up to $100,000 in funding depending
on the specific location within the Park and whether or not Union
County contractors are used. Eligible projects must have a mini-
mum of $10,000 in total project costs. Funding is on a reimburse-
ment basis only and will require an agreement between the appli-
cant and the URA prior to project start. Funding is expected to be
available after July 1, 2021. Projects that are for downtown historic
building façade improvements should contact the Economic Devel-
opment Department or La Grande Main Street Downtown.
