machine test Tuesday
LA GRANDE — There will
be a public test of the ballot
tally machine on Tuesday,
Oct. 27, at 10 a.m. in the
Union County Clerk’s Offi ce,
1001 Fourth St., Suite D, La
Grande. Anyone who would
like to witness this test is
welcome to attend. Three
people at a time are allowed
so viewing will be staggered
to accommodate as many as
possible. Masks are required.

Wallowa County Rotary
launches fundraiser
ENTERPRISE — Every
year the Wallowa County Ro-
tary Club has given college
scholarships to high school
students from all county
schools. The club is selling
Prairie Creek organic vege-
tables and 6-Ranch natural
ground beef.
The options are 20 pounds
of potatoes for $35, or a
package deal of 10 pounds
potatoes, 5 pounds carrots,
2 pounds beets and 1 pound
of ground beef for $45, and
$15 of each purchase is tax
deductible.
Orders will be accepted
until Nov. 6 and may be
picked up at the Josephy
Center in Joseph and the EM
& M building in Enterprise.

10:20 a.m. — La Grande po-
lice responded to the 2000 block
of Gekeler Lane on a report of
an assault. The offi cer deter-
mined the report was unfound-
ed and contacted mental health
services.
1:36 p.m. — La Grande police
received a report of a sex crime.
2:12 p.m. — The Union Coun-
ty Sheriff’s Offi ce responded
to Walmart, 11619 Island Ave.,
Island City, on a report of shop-
lifting. A deputy arrested Collin
Drew Dittmer, 20, for aggravat-
ed theft.
4:18 p.m. — A caller reported
the theft of a vehicle from the
1500 block of 26th Street, La
Grande. An offi cer responded
and took a report.
7:17 p.m. — The Union
County Sheriff’s Offi ce
responded to the 200 block
of South First Street, Union,
and arrested Richard James
Stubbs, 43, on a Texas felony
warrant for aggravated sexual
assault.
SATURDAY, OCT. 24
2:48 a.m. — La Grande police
received a noise complaint from
the 100 block of Fir Street. An of-

Beverly Ann Long Penz,
72, of La Grande, died Oct.
20 at a local care facility
from pancreatic cancer. Due
to COVID-19, a memorial
ceremony will be held in
the future.
Beverly,
also known
as Bev, was
born Aug. 9,
1948, in Chi-
cago. She was
a graduate of
Immaculata High School
and held degrees from both
the University of Illinois
in Champaign and in Chi-
cago. While working in the
Department of Research
and Development in Chica-
go’s City Hall in the 1970s,
she met her future husband
of many years, Cyril Sax-
onberg. Together, like fron-
tiersmen, in 1979 they left
their urban roots and moved
to Oregon.
Beverly attended the
University of Oregon Law
School and obtained a
doctor of jurisprudence
degree. In 1986, she began
her law career in Union
County, where she worked
as a deputy district attorney
and later as a defense
attorney in private practice
until her retirement in 2001.
Nobody could spin a
yarn like Beverly, who
delighted in talking about
her dogs, friends, books,
genealogy research and
all things Chicago. Before
being sidelined by a knee
injury, she was an avid
tennis player, runner and
softball player. Her other
hobbies included playing
the banjo, gardening and
canning homegrown fruits
and vegetables. She was
fortunate to have many
dear friends, including
Janet, Brittany, and David
Pryce who cared for her
throughout her devastating
illness.
Surviving relatives
include her stepson, Steven
Saxonberg of Prague, Czech
Republic; stepdaughter,
Diane Boles of Mad-
ison, Wisconsin; and fi ve
grandchildren.
She was preceded in
death by her husband,
Cyril, and her parents and
brother.

Walter “Fred” Emmett
Blackman, 71, of La
Grande, died Oct. 23 at his
residence. A
graveside ser-
vice will be
held Nov. 6 at
10 a.m. at the
Island City
Cemetery.
Casual dress
is preferred
by the family.

tancing to meet COVID-19
guidelines.
Walter was born March
31, 1948, in La Grande, to
Walter and Phyllis (Moss)
Blackman. He resided in
Albany for nine years and
in La Grande. He attended
Island City Elementary
School and La Grande
Middle and High schools.
He later attended Oregon
State University. Walter
served in the United States
National Guard. He married
Leslie Chadwick on Sept.
23, 1967.
Walter was employed
with Northrup King for
nine years in Portland/
Albany and with Farnam’s
Auto Parts and Blue Moun-
tain Auto Parts for 32
years. He enjoyed hunting,
fi shing, ATV riding, horn
mounting, anything out-
doors and spending time

Elgin. The animal enforcement
offi cer took a report.
6:18 p.m. — La Grande police
assisted with a mentally ill per-
son on the 1500 block of Adams
Avenue.
7:12 p.m. — La Grande police
responded to the 2200 block
of Adams Avenue for a fi ght.
Police arrived and took a report.
10:07 p.m. — A Union County
sheriff’s deputy stopped a vehi-
cle at Island Avenue and Albany
Street, La Grande, and arrested
Franklin Edward Chase, 54, of
La Grande, for driving under the
infl uence of intoxicants.
SUNDAY, OCT. 25
12:45 a.m. — The Union
County Sheriff’s Offi ce received
a noise complaint from the
10300 block of White Birch Lane,
La Grande. A deputy respond-
ed and talked to juveniles at
the scene, who agreed to shut
down the situation.
1:44 a.m. — La Grande police
booked Timothy Hanshew into
the Union County Correctional
Facility, La Grande, on charges
of felony fourth-degree assault.
8:13 a.m. — La Grande police
booked Michael Trumbo into
the Union County Correctional
Facility on charges of felony
fourth-degree assault and
felony possession of metham-
phetamine.
9:32 a.m. — La Grande police
booked Martin Damion into
the Union County Correctional
Facility on charges of felony
fourth-degree assault.
12:03 p.m. — La Grande
police received a report of fraud
on the 2800 block of Second
Street. An offi cer responded
and took down information.
7:40 p.m. — La Grande police
responded to the 1000 block
of Y Avenue on a report of a
domestic disturbance. Police
took a report.
8:22 p.m. — La Grande police
responded to the 1200 block of
Eighth Street on a report of a
domestic disturbance. Offi cers
separated the parties involved.

Terri M. McDowell
1949-2020 • Elgin
Terri Marie McDowell,
70, of Elgin, died Sept.
21 at Grande Ronde Hos-
pital. A service will be held
at a later date due to the
COVID-19 restrictions.
Terri was born Dec. 7,
1949, in La Grande, to Ter-
rance and Jessie (Wilson)
McDowell. She joined older

brother, Bill, and was fol-
lowed by younger brother,
Kelly. Terri grew up in
Elgin where she spent her
childhood playing with
her brothers, friends and
cousins and going to family
picnics and gatherings,
which she dearly loved.
She attended Elgin schools
and graduated in 1968. She
celebrated her 50th EHS
reunion with her class in
2018.
Terri loved dolls, stuffed
toys and novelty toys and
had a collection that would
fi ll up a room. She really
liked watching cartoons and
was happy staying indoors.
All her life, Terri loved and
protected children. She was
a babysitter to many over
the years but never had her
own. She did have dogs,
though, and spoiled them
like children.
After graduating from
Blue Mt. Community Col-
lege in 1972, she became
a bookkeeper for Sherm’s/
Thunderbird Grocery in
Grants Pass and Medford,
where her career spanned
34 years from 1975-2009.
Many long-time friend-
ships were made in these
communities.
Terri loved to read and
was good at remembering
her family’s history. She
loved parties and birthdays
and a good joke always.
She loved to laugh. She had
a jolly personality and no
one can ever remember her
being grumpy. Even when

Virginia Satterlee
February 3, 1926 - October 21, 2020
Virginia Satterlee
(Mumsy), 94, of Sherwood
passed away peacefully
in the arms of her son on
October 21, 2020 after a
heartbreaking battle with
dementia.
Virginia was the only
daughter among 4 chil-
dren born to Ralph and
Mabel Spray. She was born
at home on February 3,
1926 in Joseph, Oregon.
Her family moved to La
Grande in 1940 where she
graduated with honors
from La Grande High
School in 1944.
Shortly after graduating
from high school, she
married Ronald Lee Love-
ly. Together they moved to
San Diego where Ron was
enlisted in the US Navy
and had finished a tour in
WWII. They were married
for thirty years.
Upon returning to La Grande, Vir-
ginia led a happy and busy life raising
three boys while working at Safeway
and running the Charbondo ice cream
shop that she owned with her hus-
band Ron. Later Virginia worked as a
secretary for a local candy distributor,
a bookkeeper at Trotter’s Men’s Store,
and retired from Campbell Collection
Agency.
In 1977, she married Richard (Dick)
Satterlee of La Grande. Dick and Vir-
ginia divided their time between La
Grande and Yuma, Arizona, enjoying a
full life of travel, fishing, hunting, golf-
ing, entertaining and friends during
their retired years together. Upon his
death in 2007, she made her perma-
nent residence in Sherwood, Oregon
to be near her sons, but continued
to spend winters enjoying the sun in
Yuma with wonderful friends.
Family always came first for Vir-
ginia; she loved spending time with
family and friends and was always
there for them. She was an excellent
cook and entertainer, with many
of her recipes featured in the local
family restaurant. She always caught
the biggest fish, was a member of the
Beta Sigma Phi Sorority and enjoyed
playing tennis and golf. Virginia loved
visiting casinos where she always

seemed to have lady luck riding with
her and rarely left in the red. Virgin-
ia drove her Toyota Camry with the
license plate “Mumsy” until she was
ninety years old.
She is survived by her sons, Ronald
Eugene Lovely (Shelly), James Alan
Lovely (Vanessa), Michael Lee Lovely
(Jennifer) and Step-Daughter Karen
Fenn(Dennis); three grandchildren,
Ronda Lovely, Alan Sturm and Steven
Lovely; many nieces and nephews,
cousins, extended family and friends.
She was preceded in death by her
ex-husband Ron Lovely, her three
brothers, Gordon, Gerald and John
Spray, and her husband of 30 years,
Richard Satterlee.
Mumsy was loved and cherished
more than life itself. Her family and
friends take solace in the knowledge
that she is now at peace with our
Heavenly Father.
A Graveside Service will be held at
Valley View Memorial Park and Mau-
soleum in Newberg, OR on Thursday,
October 29, 2020 at 1:00 PM. Arrange-
