Justin R. Parker
1994-2020 • Summerville
Justin Ryan Parker,
25, of Summerville, died
Aug. 17 at his residence.
A funeral service will be
held Aug. 22 at 2 p.m. at
the Lighthouse Pentecostal
Church in Island City.
Justin was
born Dec.
15, 1994, in
La Grande,
and adopted
by Jesse and
Robin (Don-
aldson) Parker. He was
raised in Summerville
and attended school at the
Lighthouse Academy.
Justin worked for the
family business, Parker
Tree Service. He enjoyed
fi shing, hunting, dirt bike
riding, bull riding, riding
his horse, Badger, and
quality family time. Justin
was adopted at three days
old and was the baby of
nine children.
Justin had a great zest
for life and adventure. He
loved God and his dogs.
He was a great tree climber
and a very hard worker.
He was sensitive, loving
and a friend to children
everywhere.
Surviving relatives
include his parents,
Jesse and Robin; sib-
lings and their spouses,
John and Kelly Richmond
of Auburn, Washington,

manufactured them. The camera took a
120-degree view. The lens moved, using
a wind-up clock motor. A set of propellers
slowed the travel of the lens for longer
exposures.

County sheriff’s deputy about a
driver who always is impaired.
12:11 p.m. — A caller in
Pendleton reported fi nding a
dog with a Union County tag.
The animal enforcement offi cer
made contact.
6:48 p.m. — Tree branches
were on a power line on the
1300 block of Penn Avenue, La
Grande, a caller reported, and
a transformer was blown out at
the scene. Police responded and
turned the situation over to the
Oregon Trail Electric Coopera-
tive.
7:06 p.m. — A La Grande
resident on the 1400 block of
Monroe Avenue reported their
dog was the subject of a neigh-
bor’s threat.
7:52 p.m. — An intoxicated
woman was yelling on the
sidewalk on the 1900 block of
Greenwood Street, La Grande.
Police arrived and cited her for
violating her probation out of

10:54 a.m. that a vehicle hit
property in the parking lot of the
Flying J, La Grande, and took
off. A trooper stopped the ve-
hicle on the eastbound side of
Interstate 84 near milepost 268.
The subsequent contact with
the driver, Adam J. M. Tanner,
42, of Auburn, New York, led to
his arrest for driving under the
infl uence of intoxicants (alcohol
and controlled substances),
possession of a Schedule I sub-
stance (LSD), and possession
of a pill that was a Schedule II
substance.

seniors earn $82,000 in scholarships

JOSEPH — In a virtual Brown Bag
presentation at noon, Tuesday, Aug. 25,
John Marshall will introduce his work
and the subject of an upcoming April
exhibit at the Josephy Center for Arts and
Culture.
“Forests Can Live with Fire! The
Photography of John Marshall and the
‘Osborne Panoramas’” provides an over-
view of the critical historical role of wild-
fi re and the profound effects of fi re exclu-
sion in the modern era, according to the
press release from the center in Joseph.
The presentation features historical pho-
tographs taken with a unique camera
called the “Osborne Photo Recording
Transit.”
Only 10 of these cameras were made.
The U.S. Forest Service used the cameras
in the 1930s to capture three 120-degree,
large-format panoramic images from
hundreds of fi re lookout sites throughout
Oregon and Washington. Marshall
trekked the Wallowa and Blue mountains
to fi nd these old Osborne photo locations
and take pictures from the same spots
today.
Wallowa Resources and the Josephy
Center plan to host this traveling exhibit
in April 2021.
Marshall holds a bachelor’s degree in
fi shery science from Oregon State Uni-
versity and a master’s of science in wild-
life resources from the University of
Idaho.
For the last 25 years, Marshall has
worked with Paul Hessburg of the Pacifi c
Northwest Research Station of the U.S.
Forest Service to illustrate the positive
roles of historical wildfi res on the land-

Robert Shanks, NP-C, joined our team of emergency department (ED) providers this spring after
working for many years as a registered nurse and nurse manager within the department. Rob
received his Master’s Degree from the Maryville University School of Nursing, and has roughly
20 years of experience providing acute health care, the majority of
which was spent working in an ED. He has particular interests in
providing care to the immediate needs of the ill or injured within the
ED and urgent care setting, as well as promoting prevention of
various health and wellness aspects.
Outside of work, Rob enjoys fishing and hunting when he can, as
well as gunsmithing and range shooting. He spends as much time as
possible with his grandchildren, and enjoys reading and watching
movies in his spare time.
