CITY of LA GRANDE
NOTICE of ORDINANCE CONSIDERATION
Pursuant to Section 34. of the City Charter of the City of La Grande,
Oregon, the following entitled Ordinance is scheduled to be read
for the FIRST time by title only, during the Council’s Regular Ses-
sion on Wednesday, July 1, 2020, at 6:00 p.m. at City Hall, 1000
Adams Avenue, in the Council Chambers of City Hall. This meeting
will be held via electronic communication due to Coronavirus
social distancing requirements.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA
GRANDE, UNION COUNTY, OREGON, IMPOSING A THREE
PERCENT TAX ON THE SALE OF RECREATIONAL MARIJUANA
ITEMS BY A MARIJUANA RETAILER AND REFERRING ORDI-
NANCE; AND REPEALING ORDINANCE NUMBER 3216, SERIES
2014
This Ordinance will be read for the first time by title only during a
Public Hearing on July 1, 2020. The final Public Hearing is sched-
uled on August 3, 2020, at which time the Ordinance will be read a
FINAL time by title only.
Any person may listen to or watch the meetings. The meetings will
be available for viewing via the City’s scheduled Charter Commu-
nications channel 180 beginning at 6:00 pm on Wednesday, July
1, 2020, on the La Grande Alive website at https://lagrandealive.
tv/city
events/ or on the Eastern Oregon Alive.TV Facebook at https://
www.facebook.com/EasternOregonAliveTV.
It is strongly recommended that the public submit comments or
questions in writing in advance of the meeting given only written
public testimony will only be accepted. Written comments need to
be received by 5:00 p.m. on Tuesday, June 30, 2020, will be read
during the public comment section of the Public Hearing.
Written Comments will be subject to a three-minute limit per com-
munity member. To submit written public comment please email
your comments to rstrope@cityoflagrande.org. You may also drop
off written comments at the drive through payment drop box locat-
ed at La Grande City Hall, 1000 Adams Avenue. Please mark your
comments Attention City Manager. Written public comment must
be submitted no later than 5:00 p.m. on Tuesday, June 30, 2020.
Three copies of this Ordinance are available in the City Manager’s
office for Public review.
If adopted, this Ordinance pursuant to ORS 475B.491 provides that
a city council may adopt an ordinance to be referred to the voters
that imposes up to a three percent tax or fee on the sale of mari-
juana items by a marijuana retailer in the area subject to the juris-
diction of the City. If the Ordinance is adopted it shall be referred
to the electors of La Grande at the next statewide general election
on November 3, 2020, to impose a three (3) percent tax on the sale
of recreational marijuana items by a marijuana retailer in the area
subject to the jurisdiction of the City; and the City Council does not
want to impose a tax on the sale of medical marijuana.
All Sessions of the La Grande City Council are accessible to per-
sons with disabilities, and special accommodations will be made
for those with visual and/or hearing impairments. Please call 541-
