“Chicago Seven” defen-
dants were found not guilty
of conspiring to incite riots

In 1861, Jefferson Davis
was sworn in as provisional
president of the Confeder-
ate States of America in
Montgomery, Alabama.
In 1930, photographic
evidence of Pluto (now des-
ignated a “dwarf planet”)
was discovered by Clyde W.
Tombaugh at Lowell
Observatory in Flagstaff,
Arizona.
In 1983, 13 people were
shot to death at a gambling
club in Seattle’s Chinatown
in what became known as
the Wah Mee Massacre.
(Two men were convicted of
the killings and are serving
life sentences; a third was
found guilty of robbery and
assault.)
In 1997, astronauts on
the space shuttle Discovery
completed their tune-up of
the Hubble Space Telescope
after 33 hours of spacewalk-
ing; the Hubble was then
released using the shuttle’s
crane.
In 2001, veteran FBI agent
Robert Philip Hanssen was
arrested, accused of spying
for Russia. (Hanssen later
pleaded guilty to espionage
and attempted espionage
and was sentenced to life in
prison without the possibil-
ity of parole.)
In 2003, an arson attack
involving two South Korean
subway trains in the city of
Daegu claimed 198 lives.

carries on without founder

LA GRANDE — The late Mike Voss, a
tireless community volunteer, will be saluted
Feb. 22-23 at the annual La Grande Gun
Show.
The gun show will be conducted in memory
of Voss, who founded the event in 2015 and
directed it through 2019.
"He did it for the community," said Sheila
Evans, the director of this year's gun show
and president of the Island City Lions Club,
which is hosting the event.
Voss, a Summerville resident, died June
3, 2019, at age 62. The gun show will have
a table displaying photos of Voss to honor
him.
The event Voss, who also was a member of
the Island City Lions Club, started has had
a combined two-day attendance of at least
1,500 each year, and Evans believes it will
draw at least this many people again next
weekend.
The La Grande Gun Show Feb. 22 will run
from 9 a.m. to 5 p.m. and on Feb. 23 from 9
a.m. to 3 p.m. at the Blue Mountain Confer-
ence Center, 404 12th St. All proceeds from
the show each year go to the Lions Club,
which spends the money on community
service projects.
Part of the money the Lions will raise will
be from the breakfasts and lunches it serves
both days at the gun show.
This year's show will have 50 vendors,
some selling collectibles, Evans said, the likes
of which can’t be found in many other places.
At least 300 gun sales took place at the 2019
show, and Evans said she anticipates at least
that many this year.
The gun show is one of about 45 in Oregon
and again will be the fi rst major gun show of
the year in Northeast Oregon

Oregon University’s board of
trustees plans to discuss sev-
eral items, including a presi-
dential salary adjustment,
when it convenes Thursday.
The meeting begins at
8:30 a.m. on campus in the
Dixie Lund Board Room at
Inlow Hall (room 201). The
board will spend the morn-
ing working in small groups
to walk through the progress
of the university’s strategic
plan, “Ascent 2029,” which it
adopted in May 2016 as the
framework for planning and
improvement.
However, according to a
memo to the board, “progress
is not occurring equally across
all indicators, objectives, or
goals. As we manage the re-
alities of resource constraints
inherent in a small institution,
we necessarily reallocate our

After lunch, the board will
hear a fi nancial report and
vote on a proposal regarding a
new residence hall.
Additional action items
include approval of spring
construction projects and the
Educator Equity Plan associ-
ated with House Bill 3375 as
well as potential amendments
to the Presidential Compensa-
tion Framework. Trustees also
plan to discuss a presidential
salary adjustment.
University President Tom
Insko’s base annual salary is
about $250,000 a year. The
board tasked the Ad Hoc Com-
mittee on Presidential Com-
pensation to come up with
recommendations for a formal
process for determining that
compensation, including stan-
dards for annual adjustments
to the president’s salary. The
committee wants standards
for such adjustments, accord-
ing to a memo from EOU
general counsel and board sec-
retary Chris Burford, based on
the president’s performance.
A legislative update and
brief executive session are also
on the agenda. Representa-
tives of shared governance
bodies, including students,
faculty and staff, will give
quarterly reports.
