meets for work session
LA GRANDE — The city of La
Grande Landmarks Commission
will convene for a work session at
6 p.m. Thursday in Council Cham-
bers at city hall, 1000 Adams Ave.
On the agenda is a discussion of
the CLG education event.
Anthony Lakes opens
Saturday
NORTH POWDER — Anthony
Lakes Mountain Resort will open
for the 2019-20 ski season Satur-
day. Opening day will feature live
music and a visit from Santa. An-
thony Lakes relies on 100% natural
snowfall, so skiers and riders are
reminded to use caution as early
season conditions exist.
Season passes will be available
to pick up at 8 a.m. upstairs in the
Main Lodge. Tickets will be avail-
able for sale at the ticket booth at
8:30 a.m. The Handletow, Magic
Carpet and Rock Garden Chair will
turn at 9 a.m. All lodge amenities
will be open.
The ski area will operate daily
through Jan. 5, except for Christ-
mas Day. On Christmas Eve,
Anthony Lakes will be open until
1 p.m., offering a $5 discount on lift
tickets and skiing with Santa from
10 a.m. to noon. For event informa-

ACE hosts Game Night

Nature’s Pantry raises
funds to donate turkeys
LA GRANDE — Nature’s Pan-
try, 1907 Fourth St., La Grande, is
taking donations through Friday
to be used to buy turkeys for fami-
lies in need. Nature’s Pantry has
committed to matching each dollar
donated.
To contribute to the effort, stop
by the store between 8 a.m. and 7
p.m. Wednesday and Thursday or
between 8 a.m. and 3 p.m. Friday.
Oregon Emergency
Communications tax rate
will increase in January
SALEM — The Oregon Emer-
gency Communications (911) tax
rate will increase from 75 cents
to $1 beginning Jan. 1, 2020. This
is the fi rst increase to the 911 tax
since 1995. Phone companies and
retailers are required to collect
the tax and pay it to the Oregon
Department of Revenue. The 911
tax provides about 24% of the to-
tal operating costs for 911 centers
in Oregon.
Examples of products or
services subject to the 911 tax
include landline telephone service,
voice over internet protocol (VoIP)
service, and wireless telephone
prepaid or postpaid service.
Examples of products or services
not subject to the 911 tax include
phone accessories such as batter-
ies, chargers and phone covers
as well as ringtones and long-
distance phone cards.

Richard Michael Nieth,
88, of La Grande, died Dec.
14 at his residence. A Rosary
will be held at
10 a.m. Dec. 18,
followed by a
Mass of Chris-
tian Burial at
10:30 a.m., at
Our Lady of the
Valley Catholic
Church.
Richard, also
known as Dick,
was born July 21, 1931, in
Chicago, to Joseph and Alice
(Milling) Nieth. He resided
in California, Texas, Illinois,
Arizona, Oregon and Alaska.
He graduated from Mount
Carmel High School in Los
Angeles, California, where
he later attended Loyola
University. Richard served
in the U.S. Army. He married
Ann Lee Hall on Dec. 1,
1956, and they were married
until her passing in April
2016. He then married Su-
san Selman on Oct. 8, 2016.
Richard was employed
with Arrowhead Water in
Los Angeles and the Depart-
ment of Motor Vehicles,
where he was the manager
from 1969 until retirement
in 1990. He enjoyed fi sh-
ing, camping, playing Texas
Hold’em, going to the casino,
traveling and hunting. Rich-
ard loved his family and
family get-togethers, playing
cribbage, reading, watching
football and making wagers
with his sons. He was a
member of the Elks Lodge
and the Catholic Church.
His faith and family were his
biggest passions in life.
Survivors include his wife,
Susan; children and their
spouses, Michael and Keri
Nieth of New River, Arizona,
Laurie and Ed Fincher of
La Grande, Deborah and
Tim Doherty of Buhl, Idaho,
Therese and Dave Lowry of
Enterprise, and John Nieth
of Enterprise; sister and
brother-in-law, Carol and
Jim Wimer of La Grande; 14
grandchildren and 20 great-
grandchildren; and two
nieces and nephews.
He was preceded in
death by his fi rst wife, Ann;
daughter, Julie Ann Nieth;
parents, Joseph and Alice;
and in-laws, Wilbur and
Eileen Hall.

Loretta was born July 11,
1939, in Salmon, Idaho, to
Ray and Ora “Babe” McDon-
ald. She was the oldest of
seven children. When Loretta
was young, the family moved
so much that she had to
start fi rst grade over, so she
went all the way through
her schooling with her sister
Evelyn. People thought they
were twins but that was not
the case.
In 1956, the family moved
to Sandy, and Loretta and
Evelyn graduated from
Sandy Union High School in
1958. Loretta studied to be
a licensed practical nurse,
and she worked as an LPN
at the Rest Harbor Care
Home.
On Aug. 31, 1968, Loretta
married Clarence Hoard Jr.
In 1985, they relocated from
Colton to Enterprise. They
bought a place in Lostine in
1985, where she lived until
the time of her death.
In Wallowa County, Loretta
worked at A Country Place
on Pete’s Pond Restaurant
as a preparer and cook. She
enjoyed the hard work and
the many locals who dined
there. She then worked at
Ace Hardware in Enterprise
from 1993 until she retired.
Loretta’s hobbies were
needlepoint, sewing and
quilting. She was known for
her fl owers and her love of
gardening. Loretta was the
family historian and go-to
person. She will be missed
by her beloved pets, Mishka
and Honey Buns, and her
kitten, Rainy.
Surviving relatives in-
clude her siblings and their
spouses, Gary and Ellen
McDonald of Vancouver,
Washington, Richard Mc-
Donald of Irrigon, Dolores
and Wayne Morrison of
Sandy, and Donna McDon-
ald of Sandy; many nieces
and nephews; stepchildren,
Wayne Hoard of Junction
City, David Hoard of Brush
Prairie, Washington, Carl
Hoard of Rainier, Washing-
ton, Jane Conway of New-
berg and Donna Haggstrom
of Sandy.
She was preceded in death
by her husband, Clarence
Hoard Jr.; parents, Ray and
Ora McDonald; brother,
Larry McDonald; sister and
brother-in-law, Evelyn and
Willie Proctor; and sister-in-
law, Montell McDonald.

Nellie Lathrop, 85, of
Joseph, died Dec. 15 at her
home. A memorial service

28 at the Joseph Baptist

land City, died Dec. 17 at his

Delpha Dean Hamann, 89,
of La Grande, died Dec. 10
at a care facility in Pendle-
ton. No public services are
planned. Arrangements are
entrusted to Daniels-Knopp
Funeral, Cremation & Life
Celebration Center.
Delpha was born Oct. 24,
1930, in Heppner, to Charles
and Gladys (Morey) More-
head. When she was in the
eighth grade, the family
moved to La Grande. She
graduated from high school
in 1948 and worked for the
Forestry Department for a
year. On Dec. 3, 1950, Delpha
married Wilfred “Willie” Ar-
thur Hamann in La Grande.
Delpha was a member of
the Presbyterian Church,
where she served as clerk for
sessions for 20 years. She was
a 4-H leader, was involved
with the Home Extension
and the Cowbelles (now
Cattle Women), and was a
member of Great Discus-
sions, a group of women who

deputy checked and did not fi nd

La Grande police at 1:35 p.m.
received a report of a burglary on
the 1500 block of 21st St. An of-
fi cer responded and took a report.
A caller asked law enforce-
ment to check on a dog in a
motor home at Walmart, 11619
Island Ave., Island City. An offi -
cer responded, and the dog was
not in the motor home.
The Union County Sheriff’s Of-
fi ce at about 9:10 p.m. responded
to a home in Union on a report
of possible child abuse. A deputy
arrested Michael Dale McLean,
40, for fourth-degree assault.
MONDAY
Oregon State Police at 3:25
a.m. responded to a vehicle
that crashed and rolled on
Highway 82 near milepost 10.
The driver, a 23-year-old La
Grande woman, told police she
lost control of the Jeep Grand
Cherokee on the icy road and
the vehicle rolled into the ditch.
State police reported she was
not injured.
The crash was one of several
state police responded to on icy
highways in Union County, and
state police reported no one
suffered serious injuries in any
of the wrecks.
La Grande police at 7:55 a.m.
received a report of a possible
burglary on the 300 block of
Greenwood Street.
The Union County Sheriff’s
Offi ce at about 1 p.m. cited a
minor in Cove for possession of
alcohol.
La Grande police at 2:22 p.m.
responded to the 1300 block
of N Avenue for a cat that may
have been sick. The code en-
forcement offi cer was not able
to catch the feline.
A caller at 3:28 p.m. reported
a burglary on the the 600 block
of Lave Avenue, La Grande.
Offi cers at about 4:10 p.m. also
responded to the 2300 block of
Q Avenue on a burglar call.
La Grande police at about 7
p.m. responded a report of a
domestic violence assault and
took a report.
La Grande police at about
7:30 p.m. responded to separate
report of a domestic violence
assault, but the actions did not
rise to the level of an arrest.
complaint about an aggressive
dog on the 400 block of F Street,
North Powder.
La Grande police at 4:41
p.m. received a report about
someone who may have been
in mental duress and trying
to harm their self. Offi cers re-
sponded and found the person
was not going to cause self
harm.
And fi refi ghters responded to
11 calls for medical on Monday
and seven on Tuesday.
