The Union School District #5
(USD) seeks Construction Man-
agement Services (CMS) to
act as an agent and advocate
for USD while working with an
architectural and engineering
firm for the $4 million bond and
$4 million matching funds. The
CMS will assist in pre-planning
study/analysis, including assis-
tance with the selection of an
architect, a general contractor
and subcontractors for facilities
construction and renovation of
Union Elementary Schools, High
School, Gymnasiums, and other
projects as identified by the USD
Board of Directors. USD seeks
qualification statements from
CMS firms with significant ex-
perience in school construction
and organization to conduct the
oversight of this process. The
CMS will act as an agent and
advocate for USD and partici-
pate in board meetings, plan-
ning groups, and other meet-
ings as deemed appropriate by
USD. Applicant CMS firms shall
submit two (2) copies of their
Statement of Qualifications con-
sisting of a letter of interest and
relevant experience, including
personnel proposed, personnel
resumes and backgrounds, and
representative planning and/
or school projects which are
potentially relevant and appli-
cable to USD circumstances.
USD will review the submitted
materials and reserves the right
to conduct discussions/inter-
views with applicant firms with
the goal of selecting the firm
it deems most aligned with its
construction goals and purpos-
es. Respondents will be evalu-
ated based upon, but not limited
to, the following: (1) appropriate
construction management de-
gree/certification/experience;
(2) appropriate and demonstra-
ble experience in construction
management, including pro-
curement, contract adminis-
tration, scheduling, budgets,
quality assurance, information
management and health and
safety; (3) demonstrable experi-
ence with projects of similar size
and scope; (4) firm price (ranges
of prices will not be considered)
but not to exceed prices will be
considered; and (5) driving dis-
tance of not more than one hour.
The qualifications package may
not exceed (10) 8.5” x 11” pages.

Sealed Competitive Bids to provide Construction Services for the
Wallowa County Health Care District (“District”) will be received at
Wallowa Memorial Hospital in Enterprise, Oregon, until 2 p.m. on
Friday, January 10, 2020. Any Bid received after the specified time
will not be considered.
Bids will be for construction services for a 6,230 sf, B occupancy,
Health Clinic (“the Project”) at NW Corner of Main St & Daggett
Lane, Joseph, Oregon 97846. District staff will self-perform land-
scaping and irrigation and oversee the Project. All other components
of the Project will be put out to bid. The District will issue a single
contract to a qualified bidder.

Construction is expected to begin (weather permitting) April 1, 2020
(or earlier weather permitting) and has an estimated 10 month Build
period.
Competitive Bids will be considered from responsive, responsible
bidders as those terms are defined in ORS chapter 279A and ORS
279C.375, based upon the competitive bid price provided on the Bid
Form, and subject to the provisions of the Bid Documents.
Instructions to Bidders: Bidders must submit two (2) copies of the
completed Bid documents by the deadline stated above to the Hos-
pital Administration Office at 601 Medical Parkway, Enterprise, Or-
egon. Electronic submissions will not be accepted. Bid documents
include the Bid Form (Attachment B); A sample contract form is pro-
vided in Attachment D. By submitting a bid, the Bidder certifies that
he or she agrees to be bound by the contract terms stated therein.
Prevailing Wages: This Project will be subject to the payment of
prevailing wages under Oregon law. No Bid will be considered un-
less it contains, or is accompanied by, a statement that the Bidder
will comply with prevailing wage rate provisions required by ORS
279C.840 for all employees and/or subcontractors who will provide
labor under the contract.
Bid Security: All bidders that provide a bid or bids totaling over
$100,000 are required to submit or post a surety bond, irrevocable
letter of credit issued by an insured institution as defined in ORS
706.008, cashier’s check or certified check as bid security, for 10
percent of the amount of the total Bid.

of Baker and State of Oregon, lying South of South line of Sixth Street, East of the East line of County

Plaintiff alleges that pursuant to ORS 105.620, Plaintiff has acquired title to said real proper-
ty by adverse possession because Plaintiff or Plaintiff’s predecessors in interest have been in posses-
sion of the said real property exclusive of all other persons or co-tenants, for an uninterrupted period
of twenty (20) years or more, and have paid all taxes assessed against such real property while in
possession, and that Plaintiff has maintained actual, open, notorious, exclusive, hostile and continu-
ous possession of said real property for said period of twenty (20) years or more prior to 1991.
