U.S. 'Horn Of Plenty' Running Out For European, Asian Allies By PHIL NEWSOM UPI Staff Writer The United Slates has told it. European and Asian allies thai the horn of plenty is running low. Not low enough as yet tu he a danger to the American econ omy, but enough to bring about a serious reapparaisal of I . S. mili tary and foreign aid expenditures and for the United States to tell its allies that they no must help to shoulder some of the burdens formerly borne by the United States almost alor.e. The result has been that in world capitals from Tokyo to Lon don, other governments also have faced uo to a reappraisal and with surprising unanimity have decided that the United States has carried the burden long enough. They will help. Since l4M, with the exception of one year, the United States has had a trade deficit with other na tions which by the m'ddle of this year had reached a staggering total of nearly 15 billion dollars. Accompanying tha deficit has been a flow of gold away from the United Slates totalling nearly five billion dollars. It has been a cause for growing concern for the reasons that no nation can exist forever on a def icit and that an unbroken outflow of gold eventually must be re flected in reduced faith in the t'. S. dollar. So it was for these reasons that U. S. Under Secretary ol State Douglas Dillon named in a speech last October that either other nations must put their finan cial shoulders to the wheel or face the possibility the United States would take steps to protect itself.
