Hatfield Says Kennedy Leads State Primary SPRINGFIELD, Mass. CPI Adlai Stevenson could "smile at us long distance and win Oregon." But Sen. John F. Kennedy ap pears the strongest candidate in the state's Democratic president ial primary, according to Oregon Gov. Mark O. Hatfield. The Oregon chief executive told a news conference Tuesday night that Kennedy apparently had won over many of Stevenson's former supporters but that the two-time presidential loser could still win the primary if he entered. Hatfield said he would not seek the GOI vice presidential nomi nation hut would find it "very difficult'' to reject if offered to him. Nixon Primary Favorite He said New York Gov. Nelson Iiockefeller received a warm re ception on his recent visit to Ore gon but that Vice President Rich ard M. Nixon probably would win the Republican primary. In a speech to the National Municipal League conference later Hatfield said each state must develop a "conscious pro gram of action" or ultimately lose power to the federal government. "Without a conscious program of action to cope with stale prob lems and opportunities, wo can l)o sure that we will drift on a widening flood of federal central ization to the dead sea of national decision for local problems."
