Observer, La Grande, Ore., Thurs., Nov. 12, 1959 Page 11 Nehru Birthday Is Saddened By Chinese Border Trouble Bv PHIL NEWSOM UPI Staff Writer Events continued to transpire in India this week which Prime Minister Jawaharlal Nehru sin cerely wished he could ignore. One is his birthday, occurring Nov. 14. The other is the continued pres ence of Red Chinese troops on toil claimed by India, and their obvious determination to remain there. Nehru is 70 years old this week, a fact he would like the Indian people to oveilcok. It is not . a happy time because it linds him embroiled in a bitter dispute with lied China which imolves the crumbling of the very corner stone upon which his fuieign pol icy has been based. That policy since 1H54 has been based on the five principles of co-existence which he and Red Chinese Premier Chou Kn - Lai worked out at the same lime Nehru recognized Communist rule over Tibet. Loses Buffer Zone The policy continued in effect until this year when the Red Chinese forcefully confirmed sus picions that they were looking be yond Tibet and into India's north east territory, Bhutan. Sikkim a-'i the Ladakh section of Kash mir. In the meantime, Nehru has lound it necessary in notes to Peiping to "regret'" Chinese ac tions and to dispatch elements of his 500.000-man army to the bord er Jo prevent further Communist incursions. A Chinese proposal for a 25 mile buffer zone still would leave Net Farm Income May Drop To Lowest Level Since 1942 WASHINGTON Uii-The Ag riculture Department predicted to day that net farm Income might drop next year to the'loSvest point since 1942. The forecast by department economists could mean double trouble for the Eisenhower Ad ministration and Republican can didates. Another year of sagging farm income could do serious damage to GOP prospects in the Midwest and Great Plains where farm in come often is an important politi cal issue. Reduced farm income since 1953 has helped produce Democrat gains in those areas. The second effect of falling prices lies in the field of farm legislation. Agriculture Secretary Ezra T. Benson plans to ask cUa grcss again next year for author ity to cut price supports for major crops including' wheat, tobacco, and peanuts. At one stroke, he eliminated a natural buffer between India and Kid China. At the same time, he opened up what the Heds could use as a legal claim on portions of Sikkim, Bhutan and Ladakh. Chinese Won't Retreat The peoples of all three are identical to those of Tibet. Much of their trade is pointed in the direction of Tibet. Until 1!H9. the Tibetan govern ment regularly sent tax collectors to Sikkim and Bhutan, both ol which are linked to India by treaty. Militarily, also, Nehru is at a disadvantage. The Red Chinese have main tained a consistent road building program which now gives them communications to all the dis puted areas, while on the Indian side much of the terrain remains trackless and inaccessible to the Indian army.- Beyond that, in any test of strength, the Indian army would be no match for the three-million-man force maintained by lied China.. Soviet Premier Nikita Khrush chev has deplored the whole ar gument as one over terrain which has little or no value anyhow. But one side or the other must letreat, and, as of now, the Red Chinese show no signs of doing so. Agriculture Department econo mists estimated that net farm in come for 1X59 would be about 111.200,00(1.000. down 15 per cent from 19r8 and close to the lowest level recorded during the Eisen hower Administration. For 1960, the experts predicted another decline, perhaps about half as great as the drop from 1958 to 1959. This would bring farm income for I960 down to about $10,300,003,000, the lowest for any year since 1942. WASHINGTON UPIi-The Ag riculture Department said today it had no surplus stocks of butter or nonfat dry milks and only about 13.6M.0O0 pounds of cheese at the end of October. These stocks- are the -lowest since 1952. The department said this would allow dairymen to move into the heavy production season without a big government surplus stock to depress their prices. WASHINGTON UPI The total assets of American farmers rose again this year, mostly be cause of rising land values, the Agriculture Department said to day. At mid-year, the value of farm real estate was six per cent higher than it was one year earlier, the department said.
