But there was no sign of a break in their deadlock. "There has been no progress on any of the basic problems," Chief Federal Mediator Joseph F. Fin negan reported. Kkpnhower called on both sides earlier this week to reach an ear-j ly settlement in the costly strike that has snut aown nearly mi per cent of the nation's steel produc tion. Southern senators were prepared to talk at length against the ex tension of the Civil Rights Com mission. They have bitterly de nounced the commission's recom mendation "that the"' federal "gov ernment take over local election registration where necessary to end' denials of voting rights.
