Hard white baart, ordinary 2.02. Cats no. bid. Barley 44.50. NEW YORK STOCKS NEW YORK il'PIi Stocks declined again today with the in dustrial average touching a new low since June 23. Losses ranged to more than $1 a share in the main list. At the lows the wider losses centered on such issues as Motor ola, Abbott Laboratories, Air Re duction, Union Carbide, Douglas Aircraft, and Jones & Laughlin. At the low, DuPont showed a loss of more than 7 points, a drop which brought the industrial aver age down sharply. American Motors at its high registered its best price of the year. It declined later on profit taking. Ford lost more than 3 points and then met support. Chrysler at its low was down more than a point. Railroad issues sagged to a new low for the year on average. Steels were easier with Jones & Laughlin off more than 3 points at its low. Wilkins. delegate from here to the recently concluded national convention of the Amer ican Legion and 40 et 8 at Minne apolis 'and St. Paul, and Mrs. Wilkins, delegate to the Legion Ladies Auxiliary, have returned to La Grande. The department of Oregon was represented by 59 delegates and alternates. Wilkins was an East ern Oregon representative and was appointed to the legislation and rules committee. Mrs. Wilkins served on the pre-convention music committee-, education and scholar shipjind also acted as page for the stato group. At the close of the 40th national convention o. the American Le gion! the local couole were the house guests of Mr. and Mrs. R. E. Summers of St. Paul. Sum mers is a cousin of Mrs. Wilkins and for a large number of years has been dean of admissions and records at the University of Min nesota. U.S. Air-Lifts Arms To Commy Threatened Laos VIENTIANE, Laos (UPD The United States today air-lifted eight plane loads of supplies including rifles and grenades to Communist-threatened Laos. The arrival of the latest ship ment of U.S. emergency aid came as the Laos government announced in a special communique the re capture of a post in Sam Ncua Province. Also included in the supplies to day were canteens, steel helmets with liners, and mosquito nets. , The communique said the post was retaken in Sam Neua and at the same time said that two rebel battalions were in the region of Sam Teu in the same province. La Grande was the onlv chanter in the state to place in the top five in the judging event. There were 45 teams participating. The team, composed of La Grande High School students. placed third in the livestock judg ing contest. Larry Courtright. Bruce Rvnearson and Mike Camp hell made un the team with Larrv Campbel' as alternate. Larrv Campbdl plac-d fourth in 'he high individual and Bruce Rynearson placed seventh and the 'earn was second in the beef classes. Larry Courtright was eighth in sheep judging. The dairy team, mad? up of Lawrence Smutz. Don Miller and Allen Chandler, with Tom Kinze: as alternate, placed second in this contest. Lawrence Smuti was fifth hih individual. The team p'aced third in th Jersey classes, sixth in the Guern sey classes and fifth in the Hol- stein classes. Lawrence Smutz was sixth high individual in the Guernsey classes. Richard Ras- mussen placed fourth by four-t-nths of a ooint in the farm mach- anics contest. In this contest he had to arc weld, acetylene weld, time a tractor, saw a brace, find the difference in elevation between two points, wire a switch and take a written test. Raymond Hamann also entered this contest. Mr. and Mrs. Lynn Smutz and Mr. Koopman accompanied the boys to the State Fair. several enemy groups were sight ed in Phong Saly Province as well as in Sam Neua Province.
