Additional na tural gas to the Willamette Val ley district for the winter season is imminent, the Public' Utility Commission said today. The Pacific Northwest Pipeline Corporation, sole supplier of na tural gas to the state, plans to file within a few days a "short form" application with the Fed eral Power Commission for addi tional outlets in the area. The line would be built from Camas, Wash., south and east of the present line of Northwest Na tural Gas Company. Connections are planned at various points artel eventually, gateways will be available as far south as Eugene and Roseburg. The pipeline corporation also plans to sell gas from a line to be constructed by PGTC which will run across the central portion of the state and serve such cities as Prineville, Redmond and Bend as well as Klamath Falls and the southern Oregon area witb na tural gas from Alberta, Canada. NoHhwest Natural Gas Com pany now serves the' Willamette valley area as far south as Cor vallis with' natural gas and pro vides butane gas to the Eugene Springfield area. Obervfr L Graml? 0v PW SjM.- 4, 1959 Pag 6 TELEVISION IN REVIEW: Hail And Farewell For Two Half HourTV Shows By FRED DANZIG UPI Staff Writer NEW YORK (UPI) It was hail and farewell Thursday night for two half hour shows: Oh Boy and The Lawless Years. Somehow, the titles always seemed interchangeable to me. That's because Oh Boy was a show imported from England by ABC-TV that aimed at teenagers who are hip to the wilder brands of rock V roll. The Lawless Years, on NBC-TV. aimed at re calling memories of the prohibi tion era, when wild grownups rol licked with hip flasks. Although the music show was a critic's pincushion, H did raise a big question: Why did British rock "n" roll flop while Dick Clark's rock V roll prospered? My theory is that the British show was handicapped by an impossible gargty-sounding sound track and a surprising absence of the "big beat." The Lawless Years was a low budget attempt to recreate actual cases handled by a famed New York cop named Barney Ruditsky back in the days when handling cases of hooch was illegal. Letters To The Editor To The Editors: Your editorial concerning capital punishment was read with great interest, and while there did not appear an indignant demand that Oregon should end this "barbaric" form of punishment, It can be fairly assumed the Observer would support its abolition. It is indeed noteworthy to see the Observer take a stand on anything. You admit that the death' pen alty does not deter the killer, but what do you intend to do with. him. put him in a hole for the rest of his life? Would not death MLntore merciful? Too often those that ask for the abolition of the death penalty fail to take the next step; for if this does not deter the killer, will a threat of life imprison ment? Also, does th threat of confinement in a penitentiary for a number of years deter any of our criminals today? Penologists will tell you that our system of crime control is a com plete failure. This is obvious from mounting crime statistics, bulg ing" penitentiaries and taxes" for the control of crime. Can we in all honesty say that Our system of deference based On punishment prevents the criminal from com mitting further criminal acts or renders him capable of living in society? The Oregon Constitution says that our penal system is based orl rehabilitation, but how can a man be rehabilitated who is stuck in a prison cell for a term of years and at the end of this time released in a society where he is not welcome and viewed with suspicion and scorn. Dr. Karl Menninger, a noted psychiatrist, in a recent article in Harpers entitled "Verdict Guilty Now What?" points up the fala cies of our present-day system pointing' out that if we really wanted to deter the anti-social criminal act, we would make use of the scientific methods available to society in modern psycho therapy. It could be determined whether a person is capable of being rehabilitated to a social life or whether for the protection of Society he needs to be kept isolated. Instead of punishment to fit tho crime we need treatment to fit the criminal.. What sense does it make to turn loose a person known to be unrehabilitated at the end of 5 or 10 'years to commit further crimes? At the same time, why keep a man in prison beyond a time when he has become re hibilitated and capable of taking his place in the community? If we wish to combat crime successfully we must first take a long hard look at our penal system. It would be well to remember that we are dealing with human beings and not animals and that a human being is accorded the highest of all inalienable rights his life.
