Red Party Line Takes
Preposterous Zig Zag
WASHINGTON HPI' The
zig-zag Communist party line has
taken a preposterous zig or zag.
Persons under Communist party
discipline were instructed as of
this week to believe and to con
vince others of this:
That the State Department is
plotting with Dominican dictator
Rafael Tnijillo to launch a Fa
cist invasion of Fidel Castro's
troubled Cuba. The WORKER,
weekly publication of the U.S.
Communist party, stated this ad
dition to the party line in the
lead story of its latest ediion.
The WORKER story began like,
this:
"A cut-throat brigade of Fas
cists from various lands Nazi
mercenaries from Germany, Blue
Legion Spaniards are training in
dictator Trujillo's Santo Domingo
to mount a concealed State De
partment invasion of Cuba.
"Assen-bly Of Killers"

West Coast
Telephone
Won't Raise
SALEM iLTl'-The West Coast
telephone company says improved
economic conditions and operating
efficiencies have helped to elimi
nate the need for a company rate
incroase in Oregon.
The company disclosed this de
velopment Wednesday in Circuit
JiKtfje Val Sloper'4 court in pre
senting a motion to amend the
Jan. 7, 9."9 complaint it filed
against former Public Utility
Commissioner Howard .Morgan.
Oil that date West Coast went
into court to attack Morgan's
Dec. 12. I'JjS rate order which
granted the utility $440,000 of the
$1134,000 annual rate relief it had
sought in Oregon.
The motion filed Wednesday
said that "changed conditions
have made it unnecessary for
plaintiff to urge upon the court
the financial relief sought" in its
original complaint.
The motion, however, empha
sized that the company does not
plan to withdraw its objections to
the original complaint to that part
of Morgan's order criticizing West
Coast service as "substandard."
The motion filed ' Wednesday
said the '"changed conditions"
were mainly due to what was de
scribed as "a general upsurge in
Oregon's economy. The filing said
this has resulted in additional
gross revenues over those fore
cast at the time of the rate pro
ceedings in 1958 and the begin
ning of Marion county circuit
court action.
According to L. Gray Beck of
Everett, Washington, West Coast
vice president and general man
ager, the effect of the general
economic improvement at that
time was not determinable.
Beck said in Salem that "the
trend in our 1959 operations could
not be ascertained until sufficient
time had elapsed to allow us to
measure with some degree of ac
curacy the impact of the econom
ic trend in Oregon."

ger is imminent. Cuba patriots
consistently have warned against
the peril."
Card-carrying party members,
all of whom are under rigid dis- j
cipline, now will peddle this non
sense in all directions. The Com
munists hope to capitalize on the
doubts and suspicions of Ameri
can citizens with respect to Tru
jillo and his 30-year dictatorship.
The long-range Communist ob
jective is to create among Ameri
can citizens a state of mind which
will accept future events in Cuba
even though as seems likely
Communists may take over the
island government. A take-over
would pose for the United States
hard problems, dangerous and
difficult decisions.
This nonsense about State De
partment collaboration with Tru
jillo in an anti-Castro plot looks
like the beginning of a long-range
propaganda campaign. The Com
rades foresee and earnestly hope
that Communist infiltration of
Castro's revolutionary movement
will lead, finally, to Communist
control of the Cuban government.
That would create for the United
States a dangerous, and challeng
ing situation: " '
A Communist Pistol
A Communist Cuba would lc a
pistol aimed ut the head and
heart of freedom in all of the
Americas.
It is reasonable to believe that
the United States could not long
abide such a situation. Just about
the last strategy, however, would
be (or the United States to team
with Trujillo in violence against
any Cuban government. That
could not be. More likely, would
be an appeal to the Organization
of American States.
The Communist strategy, how
ever, will be to allege U.S. col
laboration with Trujillo. regard
less of what action, if any, the
United States might be compelled
to take with respect to Cuba. The
new Party line is propaganda de
signed to implant in soft Ameri
can heads the image of a sinister
plot by the forces of evil against
the Cuban people.
-Communist propaganda has had
uncommonly good luck in plant
ing screwy ideas in soft Ameri
can heads. The softies easily will
absorb the idea that any effort
to keep Cuba clean of Communist
government is. in fact, merely
part of a Fascist plot to deprive
free men everywhere of their
freedom.
Admb. Arleigh . Burke, chief of
naval operations, was on record
this week that "the danger is
great that Communists will take
over in Cuba. . -
