The author of the message has n ot been identified. .. . . STRAUSS APPOINTMENT TIFF HAS FEW LIGHTER INCIDENTS , By FRANK ELEAZER 1 UPI Staff Writer t WASHINGTON (UPI) Some t- senators, as you may have read, ; just can't see Lewis L. Strauss, ; President Eisenhower's embattled , nominee for secretary of com- j mcrce. For the moment anyway, s Sen. Spcssard L. Holland (D-Fla.) ; had to be counted among them. . Holland, presiding at an appro- priations subcommittee hearing ' Thursday on House cuts in the Commerce Department budget, j surveyed the long witness table at which eight top commerce offi ; cials awaited his pleasure. , Since Secretary Strauss wasn't here, Holland began, somebody f else had better proceed. . . Strauss, who no doubt thought 1 he already had experienced every i misfortune likely at the hands of f a Senate committee, rose in man Roosevelt Thanhs Jurors For Drunk Charge Verdict ' SCOTTSDALE, Ariz. (UPI) El liot Roosevelt, smiling happily, rushed up to shake hands with j each of the nine men and three : women jurors Tuesday who found J" him innocent of a drunk driving i, !cjiarg& "".TZ??''. ; "I am very happy to have had an opportunity for a hearing in full court," said the 48-year-old ', son of the late president, Frank lin D. Roosevelt. "I was confident that when the !' jurors heard the facts a verdict ' of not guilty would be returned." j He admitted drinking "seven or ; eight cocktails" before his arrest early in the morning last April 4, but denied driving the parked car I in which officers found him Texas Police Hunt Madman .'FORT WORTH, Tex. (UPI) Police officials today threw very available man into the search for a madman killer who hammered on elderly automobile dealer and his wife to death and tracked their blood through their home. ' Veteran policemen said it was one of the most brutal crimes they have seen in Fort Worth, a . city noted for its gangland vio lence. The beaten bodies of Vernon . Stanley, 67, and his wife, Hattie, 65 were found by -their son, Vir gil. Stanley, 39. ' Stanley told police his father and mother were heart patients, and he had telephoned their home daily. He said his wife called them Wednesday, and when they did not answer, 'he visited their bouse. He found his father lying across a - blood-drenched bed with his head caved in from repeated blows from a heavy object. The body, clad only in a pair of shorts, was covered with a mat- . tress. Mrs. Stanley's body was lying on the floor, covered wilh two 1 carpets. , Enraged Bull Tramples Baby "MAYWOOD, .Calif, (UPI) A 7-month-old babv was ' knocked v, from his carriage and trampled in vthe street Wednesday by a stampeding 1,150-pound steer. , ; The frightened and enraged am ma escaped from a packing house lot., and made a mile-long charge through- .the streets, scattering pe deatrians and vehicles before be- hie felled by one of 30 shots fired by? pursuing policemen. One offi- mc was knocked down but umn--d. The infant, Michael Searle, son of Mrs. Kenneth Searle, was taken to Maywood Hospital suffering from a possible concussion ana numerous cuts and bruises. His condition was listed as fair. Water speeds the passage of ootid. Arrives Late Possibly Holland's trouble was that Strauss arrived late, and took his seat amidst his assistants while the chairman was reading a few opening remarks. If Hol land didn't see Strauss at once, everybody else did. TV liiihts bore down on his forehead and bounced off his rimmed glasses. Movie cameras rattled and clicked, recording his presence. Still pictures were be ing shot from all angles. Report ers jostled each other, elbow to elbow, at the press table. Strauss, unbowed veteran of 16 recent bouts with the Senate's Commerce Committee, smiled pulled out his statement, and read, while a movie man stretched a yellow tape from his slumped over the steering wheel. He said he dozed off because he was "extremely tired." It took the Justice Court panel only 35 minutes to return a "not guilty" verdict after a day-long triaMn-which Roos?velt said he was "roughly handled'' by arrest ing officers. "I was shoved into a police car. At Tempe they dragged me out and shoved me into the station Then someone shoved a balloon at me and said, 'here, blow this balloon up'," he testified. The alcoholic content in Roose velt's breath captured in the bal loon was .208. He was booked since under Arizona law a read ing of .150 or above is considered evidence of -drunkenness. The drunk driving charge was lodged under a local ordinance which holds that a person in physical control of a car can be charged with drunk driving even though the vehicle was not mov ing. Roosevelt testified that a friend was driving him home but had parked in downtown Scottsdale and briefly stepped out of the car. He said he moved over to the driver's seat and had dozed off when the police arrived. Driver's Gross Must Be Proven SALEM (UPI) The Oregon Su preme Court held that for a guest in another persons car to collect damages, it is necessary that the driver be found guilty of gross negligence. . In a Multnomah county case in volving Jewell Reese which was appealed by Robert L; Bridgmon, the court reversed a judgment of Girl Strangled In Her Bedroom AMHERST, Mass.. (UPI)-A high school senior was strangled in her bedroom early Wednesday. Police arrested her boy friend who, they said, had climbed a tree out side the home,. leaped to a porch and was admitted to the room by the girl. - . v State' Police Detective Timothy Murphy said James Hannigan,' 19 told' authorities he stayed in the room talking with Joan E. Julian 18, for more than two hours.. After the . alleged strangling, Hannigan was quoted as saying, he climbed back down the tree and ran to St. Brigid's Rectory where he spoke with the Rev, William McAuliffe. - Murnhy said Hannigan then called the girl's home and asked her mother to go upstairs ana see how she was. The girl s fath er returned to the phone and said "Joan is dead," Murphy said. Hannigan was booked on a mur def" charge. lens to the top of Strauss'- head, affirming the focus. Another cameraman ranged up and down the arched' committee table, recording the welcoming smile of Sen. Margaret Chase Smith (R-Maine) and the absence of same in the faces of Sens. Warren Magnuson (D Wash), Mike Monroney (D-Okla.), and Gale McGee (D-Wyo.). Attack Falls To Develop This trio of Strauss' adversar ies, fresn trom me commerce Committee battleground, were here as members also of the ap propriations subcommittee, and word had been passed that one of them, anyway, had come equipped with a new plan of at tack. If so, it didn't develop at once, Holland asked . Strauss, as he read, if he preferred questions now, or when he had finished his statement. Strauss said politely he would bow to the chairman's wish in this matter but that he preferred the latter, arrangement. The fact was, he' said with a smile, his assistants would prob ably have to answer the ques tions. He himself, he reported had been too busy lately to keep up with his homework. - Sens. Magnuson, Monroney, and McGee didn't"- see-tnis as notably funny. Except for several report ers, in fact, nobody laughed. Deplores Budget Cuts Strauss completed his state ment, deploring the House budget cuts. Mrs. Smith asked about Commerce Department morale. An assistant secretary said it was bad. Too ' many folks faced with losing their jobs, he reported, straight faced. Monroney had a question on roads. An undersecretary prom ised an answer next week. Mag nuson asked who picked the mod el home for the U. S. exhibit in Moscow. An assistant secretary said he'd get the answer. "Sen. McGee, any questions?" asked Holland. "No questions, Mr. Chairman," said McGee. ' A sigh went up from the press table. The reporters began to get up and leave. The cameramen started packing their gear. Strauss asked, "May I be ex cused?'1 Holland said yes, and thanks very much. Negligence To Collect $27,500 for the guest, stating that there was no evidence of gross negligence . on the part of t he driver. The court said the driver was guilty of nothing but momentary inattention. The court affirmed a judgment of $6,207 claimed by James and Yost contractors in a case against the State Board Of Higher Educa tion.. Villard Hall Involved The contractors wanted to re cover the money for extra work they claimed had been done in remodeling Villard hall and in construction of a new theater building on the University of Ore gon campus at Eugene. Originally the contractors had asked for $28,761 and they appealed because they thought the $6,207 awarded was insufficient The court held that because the Board of Higher Education, an arm of the state, had not appeal ed for any relief, the judgment of the trial court must be affirmed, The court also ruled in a case involving Pope and Talbot Lum ber Company versus the State Tax Commission that the Com mission had the power to issue a subpena requiring the company to produce records of timber pur chases. The court held that statutes granted the Commission "broad powers of -investigation" and re quired taxpayers to obey such subpenas. The new contract calls for a fund for bracket adjustments paid holiday and vacation amend ments in I960 and a paid man agement-union health and welfare program. The old contract expired June 1. Defense Master Plan Calls For Some Cuts In Missiles WASHINGTON (UPD-The ad ministration's new master plan for U.S. air defense has report ed to call for moderate cuts in both of the anti-aircraft mis siles involved in a white-hot Army and Air Force feud. The plan, demanded by an an noyed Congress, also may raise doubts about the future of the Air Force's cherished 2,000-mile-an- hour F-108 jet interceptor plane now being developed. It also was reported to give en couragement to Army proponents of the Nike-Zeus missile being de veloped for defense against inter continental ballistic missiles. School administrators should study the school finance problem now to make recom mendations to the 1961 Legisla ture, he said. He said school costs were ris ing rapidly and that the state would face a 70 million dollar deficit in 1961. Defense Program Told A report outlining the national defense education program in Oregon was presented. In its first year the program cost $148,000 in federal funds plus an equal amount from the state. During the next biennium, some $825,000 will be available from the federal government to be matched by funds from local school dis tricts. The funds are spent on special programs in mathematics, sci ences and other subjects which many school districts cannot af ford without help. Officers Elected Mrs. Rita Simmons, superin tendent of Wheeler county schools, was elected president of the As sociation. Other officers ore E. D. Towles, superintendent of Clatsop county schools, vice-president, and Flor ence Beardsley, director of ele mentary education for the State Education Department, executive secretary. Elected to the executive com mittee were W. W. Sargent, super intendent of Harney county schools; William Woodie, Lane county superintendent, and Alf B, Mekvald, Jackson county superin tendent. An open-air education workshop will be held by the group at Wemme, Ore., through Friday. to put finishing touches on the blueprint. President Eisenhower and his top civilian and military leaders conferred for one hour and 20 minutes late Tuesday in an effort to iron out final details. Rumors were ripe in the Penta gon about what transpired at the meeting. Some officials, who ap parently are not getting all they would like, even described it as an "inconclusive" White House session. The plan was certain, however, to'canV for all three of the air defense weapons for which the North American Air Defense Command has asked. They are jet interceptors. Army Nike-Hercules missiles which have 50 to 100-mile range, and Air Force Bomarc missiles' which have 150 to 400- mile range. The Hercules is in service now and the Bomarc will become operational later this year. The F-108, which will fly three times the speed of sound and have a range of 2,000 miles, is being designed as a successor to the present F-102 and F-106 inter ceptors which fly about twice the speed of sound. The F-108, however, has opposi tion in the Defense Department. Whether it will get beyond the prototype stage was described by an iniormcd source as "inde terminate."
