Lauris Norstad served notice on Soviet Premier Nikita Khrushchev today that the West would not be fright ened bv his rocket-rattling threats from Albania. The supreme allied commander in Europe, addressing the Atlan tic Congress, said Khrushchev de voted his recent tour of Albania to engaging in the "not very subtle game of brandishing the Soviet threat of long range wea pons."
