Dr. John MacKay, wno is re tiring this summer after 23 years as president of the famous semi nary, told delegates to the 171st General Assembly of the United Presbyterian Church in the U.S.A. that Red China is one of the last great frontiers "not illuminated by the light of the gospel." "How canwe speak to China, unless we recognize her?" Dr. MacKuy said. "How can the Chinese people learn?" Dr. MacKay said he "rejoices" in the fact that nearly 1,000 dele gates attending the General As sembly adopted a moderate reso lution looking with "Christian Hope" for the recognition of Com munist China under honorable circumstances. "They may talk rough to us, and we may talk rough to them, but at least we will be looking eye-to-eyc." Dr. MacKay told fel low clergymen and laymen. "They (the Red China govern ment) have done some terrible things, but so have we. "Great Britain and the United States the two great democracies betrayed the Spanish Republic and lot a despot like Franco en slave .the nation. We talk about a free world. But can there be a free world as long as Spain is included?" Dr., MacKay, who spent some time in China, said Christian friends asked him to plead for their cause, as he caught the last airplane to Hong Kong when the Red Regime tightened restrictions on travel. The idea was suggested by Sen. Jacob K. Javits .Ut-N.Y.) at a GOP Policy Committee meeting Tuesday. It quickly was endorsed by other civil rights proponents. Republican Leader Evertt M. Dirksen (III.) told newsmen after the meeting he expected a "prelty concerted effort", in behalf of a strong civil rights, bill would get under way next . week. "I would like to see a civil rights bill as early as possible, and I'd like to see it done in this session," Dirksen said. "If it goes over -to the election year it does not minimize your Jonathan Winters Returns To Home SAN FRANCISCO. Other sources said, however, that the campaign probably would not get under way fully until after the Senate acts on the controver sial nimination of Lewis L. Strauss to be secretary of commerce. They said Republican senators did not want to do anything that might further delay Senate action on this long-pending appointment. Javits . and others felt that the FBI withdrawl from the Poplar ville. Miss., lynch case gave them a good selling point on which to base their campaign for prompt civil rights action. Javits introduced amendments Tuesday to write a federal anti lynching provision into civil rights bills sponsored by the administra tion and by Senate Democratic Leader Lyndon B. Johnson (Tex.). He also reminded the Senate that Johnson was the chief archi tect of a Senate rules change adopted earlier this year which will make it somewhat harder for Southerners to filibuster against civil rights legislation.
