the concession for parking cars at
the 1959 Centennial.
The Commission said it be
lieved parking would produce one
million dollars during the 100
days of the Centennial. Plogg's
offer provided for a 50-cent park
ing fee; The rate of return to the
Commission will be 70 per cent
of gross receipts up to $200,000,
85 per cent on the next $200,000,
and 92 1-2 pet1 cent on all above
that.

has been named to a. position on
the board of directors of the
American Association for the
United Nations, it was announced
Tuesday. ,
Mrs. Neuberger was named to
a four-year term on the board of
the association, whoso officers in
clude Mrs. Eleanor Roosevelt and
Palmer lloyt, publisher of the
Denver Post and former publish
er of the Oregonian.
The association is affiliated with
the World Federation of the Unit

TACOMA, Wash. (UPD - The
tangled tale of Dave Beck's finan
cial fortunes being unravelled in
federal court here show that the
former Teamster president, with
a midas touch and a handy union
treasury, arose to the rank of mil
lionaire by 1951.
Government attorneys attempt
ing to prove Beck guilty of evad
ing $240,000 in income taxes said
they had "hardly scratched the
surface" since the trial started
four weeks ago. But so far they
have shown Beck to have been
involved in businesses ranging
from beer to beef.
Their evidence also has shown
that Beck was deeply involved in
the "I'U-get-it-for-you- wholesale"
service operated as a "courtesy"
for both union and management
officials by a Chicago labor rela
tions consultant, Nathan Sheffer
man. The government has pro
duced documents that reveal that
much of the goods obtained from
Shefferman by Beck were paid
for with union funds.
The government is attempting
to prove Beck guilty through a
system known as the "net worth
method." This system, which has
been upheld by the U.S. Supreme
Court, operates on the premise
that to spend money a person
must have Income.
. And Beck didn't hesitate to
spend money; nor did he hesitate
to make it. The trouble was, the
evidence indicates, that to do both
he dipped deeply into the Team
ster coffers.
Beck has admitted publicly to
"borrowing" as much as $300,000
from the union. While "borrowed
money even embezzled money
is not taxable, the government
contends that income made with
such funds is taxable. This is the
crr.x of the government's case.
The U.S. attorneys must confine
their prosecution to income Beck
DIES OF BLOW
LISBON, Portugal (UPD-Aure-
liaho Fernandes, a former foot
ball referee, died Sunday from
the effects of a blow on the head
with a belt buckle during a game
a few years ago. He had under
gone several unsuccessful opera
tions.

Boldt has permitted admission of
evidence pertaining to the years
preceeding the indictment period
on condition the government tie it
in with evidence or facts relating
to the period. On this matter.
Chief defense counsel Charles S.
Burdell has a "continuing objec
tion." One of the most important
points in the government's case
was made Friday. This was the
testimony of a Los Angeles insur
ance executive, A.M. Burke. In
1951 Beck applied for a loan from
the Occidantal Life Insurance
Company of California of which
Burke is vice president in charge
of the mortgage loan division. To
get this, loan, Beck was forced
to produce a list of his assets a
financial statement of his worth.
Burke said Beck at that time
listed his worth as $1,052,715.65.
This did not include $100,000 worth
of government bonds which Burke
said Beck considered as "insur
ance." Beck produced the financial
statement "reluctantly," - Burke
testified. And in 1954, Burke add
ed, he received a telephone vail
from Beck's office demanding that
the statement be returned. Burke
said he complied with the request
immediately."
It appeared that Burke mailed
off the statement minutes before
an agent of the Internal Revenue
Service entered Burke's office in
quest of the document. Chief U.S.
Attorney John S. Obenour began
to ask if this were true. But Bur
dell objected and Boldt ruled out
further questioning on this line be
cause Obenour had failed to link
up the agent's purpose.
The case is being tried before
a jury of eight men and four
women. They are "average citizens."
