OPA order releasing points on
lower grade western Oregon lamb
hasn'.t produced the results that
were expected, survey indicated
today.
The second day of point-free
lamb found Portland minus the
expected increase of non-rationed
chops, roasts and) stewfc. Most
livestock men attributed the
shortage to the uncertainty among
farmers as to what recent OPA
action is g o i n g to do to the
market.

-Henry Morgenthau, jr., denied

resignation as secretary of the
treasury as an "involuntary"
move.
He discussed his separation
from the cabinet post during a
speech before a network gather
ing yesterday. Published ver
sions of his remarks quoted him
as saying he quit involuntarily
after President Truman asked
him to make way for former war

ent quoted Morgenthau as saying
"I would have preferred to stay
along until V-J day" and that his
resignation "was not of my choos
ing." After the New York speech,
Morgenthau returned to Wash

months.
Net gains ranged from 1 to 3
points. The industrial average
gained more than a point and the
ail component nearly a half
point.- Rails came back fractions

and chemicals were strong on ad
vances running to 3 points. Build

Discharge Plan In
WASHINGTON, July 25 (UP)
-- Some 30,000 older nuvy und
coast guard reserve officers and
men were assured today of dis
charge by December under the
navy's new point discharge plan.
The plun was formally put into
effect lust night. It is designed
to return to civiliun life "older
officers und men who have con
tributed their full share of war
time service."
Here's how it works:
Fifty-three to 67 points is need
ed for discharge, depending on
the arm of service.' Points are
awarded solely on the basis of
age and length of service. .One
point is. allowed tor .each year of
uge to the neurest birthday, and
one point (or eucli four months
bf uctlve duty completed since
Sept. 1', 1939. '
The navy estimuled 30,000 re

A 6 to 7 percent reduction in
"inflated clothing prices" for
which OPA und WPB began to
plan lust January will have to
be postponed at least until next
year, OPA suid today. The rea
son, OPA spokesmen said, is that
the proposed rollback would have
been too abrupt.
