Recommend Two
Changes In U. S,
Grades for Wheat
' Proposed revision of federal grain
grades, now before the country for
dlsousslon, might well Include the
creation of two new sub-classes of
white wheat, believes George R. Hy
slop, head of the farm crops depart
ment at O. S. O,, who Is a recog
nized authority on this subject. He
headed a federal committee that held
hearings and formulated many of the
present proposals for revision.
Pacific northwest farmers and buy
ers of northwest wheat would profit
from a new extra-soft white sub-class
which would permit southern millers
especially to get the soft wheats for
pastry and hat bread flour that they
desire, says Hyslop. Another pure
white club sub-class would take care
of the large amount of pure club
wheat now grown but which must
go as merely western white. Farmers
wno desire these or other changes
made are advised to write the sec
retory of agriculture and members
of the Oregon congressional delegation.
M'CIure Urges City,
County Planning
, (Continued Prom Page One)
what, would depend largely upon
their approval by local planning
.boards, and whether they were part
of a coordinated scheme of meritori
ous development.-
Ho predicted there would be n(
more tr. S. money for projects of no'
particular benefit other than to put
men to work.
Planning boards, he said, could map
city and county districts, showing
sewers, streets, roads, water systems,
parks, .recreational centers, etc., al
ready installed; population iby dis
tricts; school facilities and their
needs, and the like. Then, when op
portunity presented Itself for addi
tional development, a thoroughly
worked out base would be available,
Instead of the disorganized situation
existing generally when P. W. A. and
0. W. A. were Inaugurated last year.
-Another purpose of the planning
board would, be tochart lands that
had reverted to city or county be
cause of non-payment of taxes, and
possibly trade some lands for others
more- desirable to governmental
bodies because of location.
Planning boards would have the
head of the city or county govern
ment, the engineer and the attorney
as ex-offlclo members, and would
have either seven or nine other ap
pointive members, Mr. McClure said.
These boards would function In an
advisory capacity to the respective
governments they represent, he said,
and their work could be listed as a
C. W. A. project. He urged Immed
iate action locally, so that O. W. A.
funds might be received before May
1, when the program will be ended,
according to present Information.
