Among the minor oddities of these changed times there is
the ffyfj that this Democratic, administration is apt to see a
. stirring 'battle for states' rights carried on by Republicans.
i The battle lines have' formed, already. "Local autonomy and
i state. spvereignty must be restored, is the rallying-cry of the
G.'O'.'P. 'A, big Republican, paper not long ago devoted a
column-long front-page editorial to the task of proving that

his politics in the old-time manner, all that can be said is that

At the same time, tho structure of local government has been crumbling.
Cities have' been unable to collect taxes, city services have been given up,
