The president's address follows:
I come before you at the opening
of .the regular session of -the 73rd
congress, not to make requests for
special or detailed Items of legisla
tion: I come, rather, to counsel with
you. who. llko myself, nave ibeeu se
lected to carry out a. mandate of the
whole -people, -In order that without
partisanship you and. I may co-operate
to continue the restoration of our
. , national well4lng- and, equally 1m
. portent, to build on the ruins of the
past a now structure designed better
' to meet the present problems of mod-
: em 'civilization, ' , .
Now that we are definitely In the
m process of recovery, linos have been
rightly drawn between those of whom
this recovery means a return to oia
methods una ' the ' number of theso
people- Is small and those for whom
recovery means a reform of many old
methods.1 a permanent readjustment
' of many of our ways of thinking and
therefore of many of our soslal and
economlo arrangements.
- Civilisation can not go back: civ
ilization must not stand still. We
have' undertaken new methods. It Is
our task to perfeot, to Improve, to
alter when necessary, but In all canes
to go 'forward.- .To consolidate what
: we are doing, .to make our economic
and social struoture capable of deal
jng with modern life 1 the Joint task
of the legislative, the Judicial, and
the executive branches of tho 'na
tional government.
Without regard to party, the over-
i whelming majority . of our people
seek a greater opportunity for hu
manity to prosper and find happl
ness. They recognize that human
welfaro has . not Increased and docs
not inorenne through mere material
ism and iuxury, but that It floes -pro-gross
through integrity .unselfishness,
responsibility and Justice.,
In the post fcur months, as n ' re
sult of our action, we have demanded
of many dtl-eons that they ourronder
certain licensee to do as they ploase
In tholr business relationships; but
wo havo asked this In oxchango for
the protection which tlio state eon
give against exploitation by their fel
low men or by combinations of their
. fellow men. ' ' '' 1
I congratulate this congreas upon
tho courage, tho earnestness and the
offloloncy with wluch you met itho
crisis at the special session. ; j , :
Tho credit of the government has
been fortified by drastic reduction in
the cost of Its permanent agencies
through the economy act. '
With the two-fold purpose, of
strengthening the wholo financial
structure and of arriving eventually
at a medium of exchange which will
have over the years less variable pur- j
chasing and debt paying power for
our people than that of the past I
have used tho authority granted mo
to purohaw alt American produced
gold and silver and to buy additional
cold In the world markets.
Careful Investigation and constant
study prove that In the matter of
foreign exchange rates, certain of our
sister nations find thenuolves so
handicapped by Internal and other
conditions that they feel unable at
this time to enter Into stabilization
cMBCUBslons based on permanent and
world-wide objectives,
The overwhelming majority of the
banks, both national and state, which
re-opened last spring,- are In sound
condition and have been brought
within the protection of fedora! In
surance. Tn the case of those banka
which were not permitted to re-open,
nearly COO million dollars of frozen
deposits are being restored to the de
positors through the assistance of the
national government.
We have made great strides toward
the objectives of the national indus
trial recovery act;, for not only having
several millions of our unemployed
been restored! to work, but Industry
Is organizing Itself with a greater
understanding that reasonable profits
can be earned while at the Borne time
protection can be assured to guaran
tee to labor adequate pity and proper
conditions of work.
Child labor Is abolished. Uniform
standards of hours and wages apply
today to 06 per cent of Industrial
employment within the field of the
national industrial recovery act.;
We seek the definite end of pre
venting combinations In furtherance
of monopoly and) In restraint of trade,
while at the same time wo seek to
prevent ruinous rivalries within In
dustrial groups. ...
Though the machinery, hurriedly
devised, may need readjustment
from time to time, nevertheless I
think you will agree with me that
we have created a permanent feature
of our modernized Industrial struc
ture and that It will continue under
the supervision but not the arbitrary
dictation of government lUclf.
You recognized last spring that tho

of losing their farms and their bomes
I nm glad to tell you tliat refinanc
ing In both of these cases la proceed
ing with good success, ...
But agriculture had suffered from
more thun Its debts.. Actual ox port -enco
with the operation of the agri
cultural adjustment act leads to my
belief that thus far tho experiment
of seoklng a balance between pro
duction and consumption Is succeed r
lng and has made progress entirely
In line with reasonable expectations
toward the restoration of farm prices
to parity.
I continue In my conlvctlon that
Industrial progress andi prosperity
can only be attained by bringing
tho purchasing power of that portion
of our population which In one form
or another Is dependent upon agri
culture up to a level which will re
storo ft proper balance between every ;
section of the country and every form
of work, . .1.
Today we are creating heavy obli
gations to start the work and because
of the great unemployment needs of
the moment. I look forward, how
ever, to the time In the not distant
future, when annual appropriations,
wholly covered by current revenue,
will enable tho work to proceed with
a national plan.
Such a national plan will. In a
generation or two, return many times
tho money spent on It; more Import
ant, It will eliminate the use of In
efficient tools, conserve and increase
natural resources, prevent waste, and
enable millions of our people to take
better advantage of the opportunities
which God has given our country.
I cannot, unfortunately, present to
you a picture of complete optimism
regarding world affairs.
The delegation representing the
United States has worked In close
co-operation with the other Ameri
can republics assembled at Monte
video to mako tbat conference an
outstanding success.
We have, I hope, mode It clear to
our neighbors that we seek with
them future avoidance of territorial
expansion and of Interference by one
nation In the internal affairs of an
other. , : ,
Furthermore, all of us are seeking 1
the restoration of commerce In ways
which will preclude the building up
of large favorable trade balances by
any one nation at the expense of
trade debits on the -part of other
nations.
In otlior parts of -tho world, how
over, fear of immediate or future ag
gression and with this the spending
of vast sums on armament, and the
continued! building up of defensive
trade barriers, prevent any great pro
gress In peace or trade agreements.
I have made It clear that the
United States cannot take part in
political arrangements In Europe but
that we stand ready to co-operate at
any time in practicable measures on
a world basis looking to Immediate
reduction of armaments and the low
ering of the barriers against com
merce. I. expect to report to you later In
regard to debta owed tho government
and people of this country by the
governments and peoples of other
countries. . . , . . i ' -
