THE CITIES TURN TO THEIR UNCLE SAM '.
One of the most interesting things that are happening
these days is the profound shift that seems to be taking
place in the relationship between federal and city govern-'
menls. j
Just where we are heading, in this field, is not yet clear.
The things that have already happened, coupled with the!
developments that lie just ahead, look sometimes like the
outlines of a very deep and comprehensive change in our;
whole system of local government. j
Consider a few of the ways in which the federal govern-j
merit is getting its hands on tilings that always have been
considered strictly the cities' own biusiness.
Vast amounts of money from the federal treasury are go
ing and will go to the cities not only to feed the poor,
eradicate siums, build houses and finance other public works,
but to enable the cities to pay their teachers, their police
and their other employes.
'Die gangsters who have overawed the authorities in so
many cities are lxing attacked directly by Uncle Sam. Ad
vices from Washington indicate that the government will
seek broader powers than now ejeist so tltat it may tackle
this evil more effectively than is now possible.
.Such cities as Detroit have petitioned the federal govem
ment for a new kind of relief in . the matter of municipal
Ixinds. Some cities not only eas.not pay their bills, but can
not carry their bonded indebtedness; and here, again, Uncle
.Sam has Ijeen asked to come to the rescue.
On top of all of these things, the administration's plan I
lor economic reorganization, as exemplified in the Muscle
fh'al-Tetiesse Valley program, looks forward to nothing
less than a redistribution of the country's population, a
scaling down in the physical size of some cities, a trans
plantation of ix.-ople in a way that might ultimately become
tremendous in scope.
Add all of these things together and you get an entirely
new picture of local government. The old order, under which
local governments were to alUinlents and purposes completely
independent, seems to be dissolving with nniny.ing speed. A
new liii-up is in the making, and it may produce 'changes
that frill alter the whole face of our society.

the international council of Nurses
in Paris from July 10-15. She will

Miss Gavin, executive secretary of
the Oregon State Graduate Nurses'
association was elected at the state
convention at Medford to officially

Miss Garln was born in La Grange
and graduated from the high school
and the Sacred Heart academy here.
Later she worked for the Eastern
Oregon Light and Power company be-
lore going to Portland where she was

Vincent's hospital and bad charge
of the statistical work when the
movement first began In hospital of
the United State to standardize the

Later she attended and graduated
from the University of Oregon where
she worked in the infirmary and

graduation she was assistant In the
social service department of the
Doernbecker hospital.

yesterday from Klamath Falls where
the three former competed with gun
ners from Washington, Oregon. Cali
fornia and Idaho, as well as a profes
sional. Rush Razee, of Denver, Colo.,
at the annual state trap shoot.
They shot every day of the three
day meet, Mr. Holllster and air, lan
ning tying for second p'.ace In the
class D championship, the 200 blid
event.
The shoot was the biggest sponsor
ed by the state of Oregon in many
years, they report, with 120 shooting
in the different classes.
