CONSERVATIVES AND LIBERALS

"WtmrA" have been used too loosely. They are xood words,
IxU being very useful and effective at times, which is all
the more reason that they should not be abused by using
them in any other than their true sense.
t in inaccurate to cull an old fo&ey a conservative, or to
call a fanatic a liberal. The conservative and the radical
are. Ixith of them advocates of reality, but they approach
reality from opposite directions. The conservative builds
principally upon sound OLD ideas while the liberal gives pref
erence to Nfcw ideas which are none the Jess sound.
j.When one derisively calls a man a conservative, he usually
means that the man is an old fogey. But there is a vast
difference between conservatism and the philosophy of the
old fogey. The motto of the true conservative is; Prove all
things, and hold fast to that which is good. But the motto
of the old fogey seems to be: Try nothing new, but hold
fast to that which is old.
The pain of a new- idea is always upsetting to the moss
back. It makes him afraid that, after all, his favorite no
tions may be wrong, and his firmest beliefs ill-founded. When
a new and startling thought finally crashes the gates of
hi closed mind, he frequently thrusts it out again because
it cannot be reconciled with his old ideas which are too firmly
entrenched to be moved.
"There is also a great difference between a liberal and a
fanatic, though some nniAc. try to. place them both, in the
nainu class. The fanatic .g one who '.believes that all existing
institutions should Ije destroyed and rebuilt on a new pattern,
lie can see nothing of value in ideas that have been passed
down through generations of wise men, and he cannot see
the flaws in his own fanatical ideas.
If our government is io be successful, therefore, it must
Bold to the middle course through the co-operation and
counter-play of conservatives and liberals, and ignore the
waitings of the old fogeys as well as the ravings of the fan
atics. The conservatives must realize that not all the truth
has been revealed in past generations, and the liberals must
admit that an idea is not necessarily out of date because
it is old. ' -
FAULTS OF JURY SYSTEM
- To the layman who thinks courts should te devoted solely
t giving persons accused of crime a fair trial the business
of selecting a jury must frequently seem farcical. It is
conducted at times as if the purpose were to secure a panel
wholly devoid of intelligence.
. Where a case of any importance and public interest is on
trial it seems absurd to expect people called for jury service
not U have made up their minds one way or the other.
But there is something lacking in the mental make-up of a
man who undertakes to swear that he has an opinion on
the matter which is not subject to change if evidence war
ranting a different opinion is produced. Of course, many
talesmen set up this excuse to avoid serving on the jury,
and the judges who permit the evasion are largely to blame
for the complaint that juries are too often composed of per
sons pwrly equipped mentally for such important service.
A firm, resolute judge, it has been repeatedly shown, can
brush aside such subterfuges and so handle these rirelimin
ary examinations as to make responsible men ashamed to
swlt shelter from them. J-mime to do so is one of the things
which give rise to criticism of the jury system, as it inevit
ably forces into service those least qualified to render a verdict.
