Pu-Yi Declares There is No Puppet

cheng," or "chief executive" of Man
choukuo, the world's youngest repub
lic, doea not belle v that Japan in
tends to annex his new realm,

Infant state is a puppet of Japanese
expansion policy, snylng:
"If Manchoukuo were a bogus gov
ernment or the instrument of ty
foreign country, I would not have
accepted the 6htef magistracy.'

"This state," he went on, "Is the
spontaneous creation of the Man
churian people. They were wearied
and exhausted by the misrule and
exploitation of predatory Chinese
military leaders, so they decided to
take advantage of the recent defeat
of their country's oppressors by the
Japanese and establish their own
government."
There was complete freedom to
the interview and Mr. Pu-Yl talked
at length about the new state. Be
sides the Chihgcheng and the writer,
only a Chinese Interpreter was pres
ent. The world's youngest chief execu
tive he is 27 presides over an
area? equal to Prance and Germany
combined and with a population of
more than 80,000,000. He receives
twi e tut much salary as President
jloovur and has. a lifetime Job pro
vided the new state endures.

He said his government, with the

The ' interview took place In un
pretentious surroundings, In a build
ing on the outskirts of Changchun,
which once was the headquarters of
the Chinese salt administration and
now is. used as the executive offices.
Dressed In white flannel trouserB,
suck coat, soft shirt and canvas
shoes, the bespectacled chief execu
tive looked- more like a college
youth - than the heat! of a govern
ment.. The chief executive said that
when Mjnnchoukuo had demonstrat
ed her capacity to exterminate ban
ditry and preserve peace, order and
security the Japanese army would
bo withdrawn.
"I don't believe far a moment,"
he said emphatically, "that Japan
has any intention of annexing Mnn
'churia, as part of the outside world
'seems to think. Manchuria, with ite

developed territories, would by
sheer weight drag Japan down to
economic ruin. The country would
prove a second Korea, which Is more

of the welfare or the people by the
Chinese warlords who ruled Man
churia prior to September 18, 1931,
Mr. Pu-Yi displayed a handful of
puny, withered wheat which he said
was typical of what the mnsses had
to eat.
"This would scarcely support life

welfare of the masses will be the

The great monoplane rolled for
