MISSISSIPPI LEADS
Necessity is the mother of invention with legislatures as
well as with individuals. Two achievements of the Missis
sippi legislature, which has just adjourned a protracted ses
sion, must be attributed to necessity and not credited to the
solons themselves. I
These achievements were the balancing of the state budget
and the enactment of the first general sales tax law ever
passed by a state. Those who oppose the sales tax in prin
ciple must admit that in .ordinary times it requires more
courage and independence than most legislators possess. 1
Mississippi had no choice. She had a treasury deficit of
$12,000,000, thanks to the gross extravagance of the preced
ing administration and drought and the depression. Tens of
thousands of her farms had teen sold for unpaid taxes. Her
agriculture and business were paralized. All of which meant
that she had to economize and find more revenue somewhere.
She cut state expenditures by 40 per cent and has good pros
pects of getting the necessary revenue from her new general
sales tax. '
, Neither business nor the consumer likes the sales tax, but
they have surrendered to the inevitable. If they were not
actually a party to the extravagance which brought thGir
state to the verge of bankmptcy they did nothing to prevent
it so the penalty is not wholly undeserved.
This much must be said for the Mississippi lawmakers.
They have taken the bull by the horns while the legislatures
of other states, whose position is little better, have been
dodging the inevitable and all the time getting into deeper
water.
THE BILLBOARD NUISANCE
From persons who motor over the improved highways of
the nation come vigorous protests against desecration of the
scenery by multiplication of signs, of every conceivable size,
advertising imaginable. Many stretches of beautiful land
scape are completely obscured from view by unsightly bill
boards. There have been attempts in many states to legislate ol
noxious signs off the scenic highways. Most of these
attempts have been balked by indifferent legislatures. AIout
all any of them has accomplished has been to move the signs
from the highway right-of-way to private land beyond, which
compelled their owners to build them larger to be visible
from the road.
Virginia highway experts have hit upon two plans full
of promise if they can be put into effect. The greatest !
obstacle is obtaining the prerequisite legislative sanction. The
motorists' lobby will have to be far stronger than the out-1
door advertising lobby if either plan is to be adopted. j
The most feasible of the two Virginia schemes is a high-1
way department policy, under which the state will improve i
or maintain roads only where the owners of adjoining prop
erty agree to bar advertising signs from their land. In states
giving their highway departments broad discretionary powers
legislative approval of such a policy might not be necessary.
And such an agreement would .not be hard to obtain from
the modern farmer.
The alternative Virginia plan is imposition of a high tax
on every square foot of billboard. The one argument against
this plan is that it would tend to discriminate against the
small advertiser who could not pay the higher rates for bill
board advertising space it would necessitate.
