SALEM, Feb. 11 JP) The ztute
grange Wednesday filed a substitute
initiative petition for the proposed
constitutional amendment' regulating
water power in Oregon ' In wnich the
language Is clarified '- and Beverol
changes made in the original petition,
now abandoned. The initiative will
bo submitted to the attorney" general
for ballot title and If -17,088 names
are secured before July 8, it viU ap
pear on the ballot at lthe Novemoer
election.
Under the new Initiative the' state
of Oregon is authorized and'- empow
ered to not only control, and develop
tho water and water power within
the state, but has a right, to lease
power, sites and sell and 'distribute
electric power.
The revised initiative provides (a
safety clause excluding from the op
eration of the amendment the ap
propriation and use of water for bene
ficial purposes, "and "prodding that
existing laws regulating these waters
be not changed! ' ,. .'
The original petition provided in
tho .main that the rights, title and
interest In and to all water, water
power 'and water power sites which
the state now has or hereafter may
acquire, shall be held by it In per
petuity., tt further provides regula
tions for control '- and .development
separately or in conjunction with the
United States, with other states or
political subdivisions of this state.
