funds for other payments, using the
money from such fund to buy war
rants from the various departments
of tho city and thus save for the. city

Rail Agreement
Between Japan,
China Revealed
' TOKYO, Jan. 16 Recent de
nials at Nanking of the existence of
an agreement .prohibiting the Chl
ncso from building Manchurlan rail
ways paralleling Japanese lines
brought from the government Thurs
day a statement revealing the text
of a secret understanding concluded
between the two countries in 1905.
It stipulated that no parallel rail
way lines should be built by China,
tho statement said, and was signed
by. 10 representatives of" China and
Japan. An English summary of its
provisions was. submitted by Japan
in 1006 to the British and American
governments in strictest confidence.
It never was made public, the gov
ernment statement said, at the spe
cial request of the Chinese, who ex
plained that they did not want the
Cbineso people to know about the
arrangement for political reasons.
' Denials Voiced
Recently Dr, Wellington Koo, then
foreign minister of China, asserted
that no such agreement ever was
made. It was In view of this and
other denials that Thursday's state
ment was issued. Japan . contends
that China has violated the agree
ment time. and again in spite of re
peated protests. N
