In the first place, it must be rememlered that public im
provement, in the form of public buildings, schools, streets
water systems, ctc.-was at a standstill during the war period.'
All efforts and all materials and all money were reserved for
national use that the war might be successfully terminated.
. .Many programs of expenditure that were normal in their
requirements were held up. When the government ban was
lifted a big program of building and improvement was under
taken to catch up.
Next, universal ownership of the automobile became real
ized with the end of the war and the necessity for a network
of permanent roads lecamc obvious. Huge lond issues for
roads were approved in practically every state in the union
and brought our bonded indebtedness to a new high level. Yet
it was a necessary program.
And in contrast with this increase in state and local ex- '
penditures we saw a program of curtailment by the federal I
government, a succession of tax reductions. That, we agive, '
jriutib on siaie ana local government efficiency at first
glance. But we question if it should. Federal expenditures
have been reduced. The national debt has been cut down
nearly ten billion dollars. But how do present federal ex
penditures compare with those before the war? Are they
down to the pre-war level? They are not And they are not
anywhere near it.
Many Observer readers can recall when the first billion
dollar budget for the federal government was regarded with
horror. That was shortly before the war yet we now
lequire over three billions to run the federal government and '
meet our obligations, and a budget of that size attracts little
attention. We are spending three times what we used to
spend for federal purposes, which is not much out of line
when compared with the increase of state and local expendi
tures since before the wax.
Much credit is due recent administrations for federal tax '
cuts. But those cuts Mere obtained with comjvirative ease !
after the countiy had been through an orgy of war spending, j
Failure to realize them would have been far more unusual
thn is the increase in local and state taxes. And while the
present lax burden is a serious consideration for such rail-j
)td system as Mr. Spencer represents we must not overlook '
the traffic and business volume that has been aided by the !
expenditure of much of his money for raw materials and
finished products. That factor has been important in the I
pitsperily of the last decade and when combined with the '
remarkable operating efficiency of such roads as the Union .'
Pacific has helped place the railroads of the countiy in tin-1
most favorahle position they have known for many yeais.
