helped arouse American sympathy for France much more
than the plight of the two "lost provinces" of Alsace-Lorraine..

These provinces, taken from the French by Germany at
tho close of the Franco-Prussian War, became symbols, in
the eyes of the American people, of the fight of democraSy
against autocracy. And after the armistice, when French
troops marched into Strasbourg amid tho hysterical cheers
of the populace, it seemed as if all of the Alsace-lArrainers'
troubles were over. Reunited with France, they had nothing
to worry them.
It' has been rather surprising, therefore, to realize that
dissastisfactum among the people of these recovered prov
inces constitutes one of tho most serious problems facing the
French government today. Unhappy under German rule,
the people of Alsace-Lorraine seem to be almost equally un
happy under French rule. 1
A recent issue of the Foreign Policy Association's informa
tion service helps to explain tho situation. To begin with,
German is the native tongue of most of the people of these
provinces and the French have ordered French, made the
official language, with confusion, hardship and downright
injustice the result.
On top of this, the French government has for years' been
avowedly anti-clerical. Tho people of Alsace-Lorraine are
devoutly Catholic. The efforts of the French government
to divorce church and state arc bitterly resented along the
Uhine. In addition, France has a strongly centralized gov
ernment, while the Uhine provinces want a large measure
of self-government, so that extension of the regular French
governmental policies to their territory looks to them much
like hnrslv despotism.
Tlie.se are the reasons why the reunion has not been as
delightful as we used to suppose. The problem will eventually
be solved, of course; but meanwhile it is a bit disillusioning.
